1) What are some of the challenges in creating a more diverse workforce?
2) Per Obama's 2011 executive order, federal agencies must implement the OPM's plan. OPMs 2016 plan includes some specific diversity goals including diversifying the federal workforce through active engagement of leadership. What specific efforts has the EPA engaged in to implement OPM's 2016 plan? How will the EPA know its implementation of the diversity and inclusion plan has been a success?
3) According to PPM data, between 2011 and 2014 (the most recent agency specific data provided by OPM) the EPA gained 0.6% more Hispanics and 0.4% people of more than one race worked at EPA. But it did not make any gains amongst Native ITawaiians, or American Indians. It also lost 0.2% blacks. To an outsider this might seem like small gains. Given the diversity plan, why have the gains not been more significant?
