I'm emailing on behalf ofUndersecretary Winberg who has passed along your contact information. We wanted to request a meeting to discuss possible opportunities to encOLuage energy exp01ts to the People's Republic of China. The team will be at Cera Week from March 10-13 and can also accommodate other dates and times in Washington, DC. Thalia Barte, (cced) can help figure out a specific time and place with your team.
Some background and specific issues that we would like to discuss in this meeting:
On January 20, President Trump issued a presidential memorandum entitled "America First Trade Policy". This memorandum included a compliance review, led by the Office ofthe United States Trade Representative (USTR), of the "Economic and Trade Agreement Between the Government of the United States of America and the Government of the People's Republic ofChina", signed in January 2020 and commonly referred to as the " Phase One Agreement". As part of his memorandum, President Trump tasked USTR to coordinate and deliver a unified report to him by April 1, 2025.
Under the Phase One Agreement, China agreed to increase its pw-chases of manufactured goods, agricultural goods, energy products, and services by no less than $200 billion over 2017 baseline purchase amounts over two years (2020 and 2021). Of that $200 billion commitment increase, China committed no less than $ 18.5 billion in energy purchases for calendar year 2020, and no less than $33.9 billion in energy purchases for calendar year 202 1, for a total of no less than $52.4 billion in increased energy purchases over two years. The expectation was that China would continue at these new purchase levels after 2021.
DOE played a significant role in both the negotiations and implementation of the Phase One Agreement, as the $52.4 billion increase in energy purchases included the categories of U.S. liquified natural gas (LNG), crude oil, refined products, and coal. As you may recall, DOE worked with our counterpaits in China to plan energy trade promotion events, but for a number ofreasons it unfortunately never materialized.

As we review the Phase One Agreement, do you have any experiences or lessons learned that you can share from your role in U.S. industry?
While discussions are still in the draft and deliberative stages, do you have any recommendations on how the U.S., going forward, can rebalance its trade deficit with China?
