Understand that there are a lot of moving pieces -- but resharing their previous request -- and hoping there is an opportunity we can find to connect with them.
As mentioned by Heather, CRES has recently created a partners program with corporations that align with our all-of-the-above energy positioning. To that end. our partner Invenergy, which develops, owns, and operates gas, hydrogen, geothermal, transmission, solar, wind, and storage assets across the country, is looking to connect its CEO Michael Polsky and president, Jim Murphy, with the Secretary for a meeting in Washington. (I believe they are both headquartered in Chicago, if the Secretary may be traveling anytime soon to that part of the country.) Andrew Wills, who is in house at Invenergy, has submitted a few meeting requests, one of which is attached, but he elevated it to me since he had not heard back from the Department. Depending on the date of the meeting, Heather may attend the meeting with Invenergy.
They are looking for dates in April but certainly will meet sooner or later if the Secretary's schedule allows for it. Suggested dates are 4/15, 4/21, or 4/22, but again, they are flexible based on the Secretary's availability.

As the administration considers the next steps on trade policy, we want to make sure you are aware of the imported products that the industry views as essential for achieving American energy dominance. The attached document includes a list of products assembled through a survey of our membership which would inhibit the administration's objective of achieving their energy goals if tariffs were applied to them. We are asking that these products be exempted from potential tariffs. Additionally, I have attached a document demonstrating the importance of Canadian crude to U.S. refineries.

Dear Secretary Burgum and Secretary Wright:
The American Petroleum Institute ("API") is the national trade association representing all segments of America's oil and natural gas industry, which relies upon a safe, efficient and competitive maritime industry. While API acknowledges the Office of the U.S. Trade Representative (USTR) conclusion that China has targeted the maritime, logistics, and shipbuilding sectors for supremacy, the remedies finalized last week risk disrupting various segments of the U.S. oil and gas industry, especially exports of liquefied natural gas (LNG) and imports and exports of crude oil and refined products, and ultimately undermining President Trump's vision of energy dominance. We urge the Administration to reconsider these Section 301 remedies and work with the industry to minimize negative impacts.
API sincerely appreciates the Trump Administration's strong support for the LNG industry, including lifting the misguided permitting pause that sowed uncertainty and froze U.S. LNG project development for more than a year. However, USTR's new requirement that an increasing share of U.S. LNG be exported on U.S.-built, U.S.-flagged, and U.S.-operated vessels beginning in 2029 is not possible to comply with and risks counteracting the significant progress the Trump Administration has made towards reducing uncertainty and unleashing U.S. LNG. It also puts our industry at a disadvantage relative to competing exporting nations.
Today, there are no large-scale LNG vessels that meet those criteria, and a tack of needed shipyard capacity, required infrastructure, skilled labor and seafarers are significant obstacles to building them here in the U.S.' 2 Current shipbuilding capacity cannot keep pace with demand for U.S. defense vessels,3 and risingcommercial ship demand may overburden the same shipyards that are already backlogged.4 According to the Government Accountability Office, only two U.S. shipyards have docks long enough to build LNG carriers, orders they may receive in the near term for other types of vessels may delay future construction of LNG carriers, and these shipyards estimate that it

would take about 4 to 5 years to build just one LNG carrier from the time of initial contact with a buyer.5 For all of these reasons, U.S. LNG exporters have not historically built their own vessels and in most cases don't own or operate them, meaning they have little control over their ability to comply with USTR's new requirements but ultimately will face the consequences of not doing so -- the suspension of their export license. This penalty also sets a troubling precedent that could be weaponized by future administrations.
Last year, more than 1,400 cargoes of U.S. LNG were delivered to buyers around the worlds -- a number that is slated to nearly double by the end of the decade as terminals that are currently under construction enter service. Under USTR's requirement for 1% of U.S. LNG exports starting in 2029 to be transported on U.S.-built vessels, as many as five U.S.-built LNG vessels would be required by the end of the decade, which is not feasible. These Section 301 remedies will compromise our ability to lead the global LNG industry, which we are poised to do for years to come and cement our role as an energy superpower.
In addition to the impacts to LNG, U.S. refining companies also face significant challenges from USTR's remedies. Crude oilimports by sea are a criticalcomponent of our refiningnetwork, enabling U.S. refineries to produce the full spectrum of fuels and petrochemical products that drive our economy and that the U.S. exports to the world. Introducing fees on these imports and exports disrupts a carefully balanced supply chain and risks undermining the global competitiveness of the U.S. refining industry. Given their strategic importance, we urge the Administration to exempt crude oil and refined products imports and exports - consistent with this Administration's approach to exempt these same products from baseline and reciprocal tariffs.
API supports efforts to counter China's dominance in the maritime sector and urges the Administration to reconsider these remedies to ensure that any actions taken minimize impacts to the U.S oil and gas industry.

APPA is kindly requesting a meeting to discuss the work between APPA members and the work that the electric sector does that directly aligns with Secretary Wright's priorities of grid security, and customer affordability. We would like the opportunity to discuss this work and how we could continue working on these Trump priorities.
By way of background, APPA is the voice of not-for-profit, community-owned utilities that power 2,000 towns and cities nationwide. Public power utilities are in every state except Hawaii. They collectively serve over 54 million people in 49 states and five U.S. territories, and account for 15 percent of all sales of electric energy (kilowatt-hours) to end-use consumers. Public power utilities generally are load-serving entities, with the primary goal ofproviding the communities they serve with safe, reliable electric service at the lowest reasonable cost, consistent with good environmental stewardship. This orientation aligns the interests of the utilities with the long-term interests of the residents and businesses in their communities.
The members in attendance from APPA would include CEO Scott Corwin, Desmarie Waterhouse, GC/SVP Government Relations, and myself.

Michael K. (Mike) Wirth, 64, has been chairman of the board and chief executive officer of Chevron Corporation since 2018. Wirth served as vice chairman of the board in 2017, and as executive vice president of Midstream & Development from 2016 to 2018, where he was responsible for the shipping, supply and trading, and pipeline and power operating units, as well as for Chevron's strategy, business development, and corporate affairs. Previously, Wirth was executive vice president of Downstream & Chemicals from 2006 to 2015 and president of Global Supply and Trading from 2003 to 2006. He joined Chevron as a design engineer in 1982 and holds a bachelor's degree in chemical engineering from the University of Colorado. Congratulations to you, soon-to-be Secretary Wright, and his team on a smooth confirmation process thus far.
I'm reaching out to invite Secretary Wright to a private energy security forum at CERAWeek for G7 ministers that is jointly hosted by the U.S. Chamber and International Gas Union (Megan Bloomgren advised that we reach out to you). This forum is now in its third year after initially resulting from industry coordination with the Japanese government during their G7 host year of 2023, and we believe it presents an excellent opportunity to advance Trump Administration energy goals related to security, energy access, and a broader change in narrative with respect to the long-term role of natural gas in global energy systems.
A memo is attached that describes our proposed outline for this year's event, which will take place on the afternoon of Monday, March 10th in Houston during CERAWeek. The ultimate goal is to build momentum aimed at strengthening the G7's message on gas and energy security at Canada's energy ministerial. We will of course be inviting the Canadian federal government to participate in the event, but are also working closely with Alberta Premier Danielle Smith and her team on this strategy. We also think the gathering could provide an excellent opportunity to feature the energy access message of Secretary Wright's friend Magatte Wade.
