Notice of the San Luis Obispo County Air Pollution Control District announces the draft 2017 Ambient Air Monitoring Network Plan (ANP), which is intended fulfill federal requirements for state or local agencies to submit to the EPA annual monitoring network plans to document the establishment and maintenance of air quality surveillance systems (40 CFR 58.10). The current plan describes the region's existing network and reports that aside from some temporary closures, there have been no significant changes to the network since the last ANP and no future changes are planned. Final rule of the South Coast Air Quality Management District amends regulations under Rules 219 and 222 concerning equipment not requiring a written permit. The rule adds exemptions for a number of equipment categories with small criteria pollutant and low toxic emission profiles and limited potential for further reductions from permitting requirements. The rule also revises filing requirements for operators of certain types of permit-exempt equipment. The rule is effective May 5, 2017. Notice of the Central Valley Regional Water Quality Control Board announces the rescheduling of a hearing on a proposed amendment to the water quality control plans for the Sacramento and San Joaquin river basins and the Tulare Lake Basin to establish a region-wide process for evaluating the municipal and domestic supply beneficial use in agriculturally dominated surface water bodies. The amendment establishes a water body categorization framework to distinguish between water bodies that have been constructed or modified to convey agricultural drainage or agricultural supply water, natural water bodies dominated by agricultural operations, and water bodies encompassed in a permanent or seasonally closed controlled recirculating basin. The amendment also establishes a limited municipal and domestic supply use for agriculturally dominated water bodies that do not meet the sources of drinking water policy exceptions but that have inherent limiting conditions, such as low or intermittent flows and/or elevated natural background constituent concentrations. The hearing date change is needed so the board can consider nonsubstantive revisions related to consistency between the proposed amendment and the board's Irrigated Lands Regulatory Program. announces a hearing to consider revisions to the aquatic life use attainment policy (Policy 10-1). The current policy, which expires Aug. 31,2017, provides the commission's methodology for determining whether the aquatic life use is attained in rivers and streams and relies on direct measurement of aquatic life use rather than on comparing existing water quality to numeric standards for individual pollutants set to protect aquatic life. Consumptive Use of Water Right Calculations

Proposed rule of the Department of Agriculture, Division of Water Resources, amends regulations under KAR 5-5-9, -5-10, -5-16 and -14-11 regarding consumptive water usage. The rule modifies how the consumptive use of a water right is calculated when converting an irrigation water right to a different beneficial use made of water. The rule also adds an additional well water right and modifies how the civil penalty on a delinquent water use report will be applied based on when the report and penalty are received by the department. A hearing is scheduled for July 25, 2017, in Manhattan and via teleconference in specified locations. Comments are due July 25, 2017.
