Source Approval to Product Engineering Material Specifications and Supplier Responsibility

Product Engineering Materials not covered by existing technical society specifications, and all materials requiring source control, require approval of the Materials Engineering Activity of the affected Product Engineering Office (PEO) prior to use in production and/or for merchandising by Company activities.
After gaining approval of a specific material to a given Product Engineering Materials Speci fication (ES-M), a supplier may make no changes in properties, formulation, or processing of that material, whether or not such changes affect the material's ability to meet specification requirements, without prior written consent of the affected Materials Engineering Activity. These restrictions apply also to packing and labeling requirements when controlled by specification, except that packing and labeling of materials shall be changed where necessary to conform to all Federal, State and local container content labeling regulations which are in effect both in the area of shipment and use. A change in processing equipment or location of equipment is considered to constitute a change in processing.
Supplier shall immediately notify Purchasing and the affected PEO Materials Engineering Activity in the event of his discontinuation of production of an approved material or his inability to continue to meet ES-M requirements, so that the approval may be withdrawn.

This procedure describes the actions to be taken by a potential supplier to gain approval of a specific product engineering material to a new or existing ES-M.
1. New Specification; Receives request from a PEO for candidate material(s) for a given" application.
Existing Specification: Establishes that an additional source is desired by . Purchasing, Design, or'a PEO Materials Engineering Activity and that his product is competitive with the approved material.
2. Submits to the PEO Materials Engineering Activity actual test results (not nominal values), applicable FMVSS Certification Reports, and all other technical information requested by the affected PEO, including material identification and code number. Two copies of data sheets are required. Also,' unless otherwise instructed, provides his tested samples for examination. Modifies material and re submits data and tested specimens if requested to do so.
3. Receives the Material Health and Safety Data Sheet (Form 1291) and, if applicable, the Hazardous Substances Data Sheet, from the PEO Materials Engineering Activity,
completes the form, and returns it to the address shown on the form. Note: At the option of the PEO, submission of completed form(s) to the Company may be required prior to or concurrent with the submission of test results under Item 2.)
4. Upon request, provides untested samples that are representative of production material to the responsible materials engineer for Ford testing, as required.
5. Receives report from the PEO Materials Engineering Activity, either orally or in writing, regarding the results of the Ford investigation and the conclusion reached concerning the acceptability of the candidate material. Depending upon the mater ial, further evaluation with respect to manufacturing feasibility, health and safety,

SUPPLIER PROCEDURE NO. I-A
New Specification: Receives and reviews the proposed ES-M submitted by the PEO Materials Engineering Activity, concurs with the specification, and certifies in writing that his material can consistently meet the specification requirements, if the situation warrants, suggests specification modifications that may contribute to the technical soundness of the specification. Also, if requested to do so, provides manufacturing limits that can be held consistently for Quality Control purposes. Existing Specification: Certifies in writing that this material can consistently meet the specification requirements. Cooperates with appropriate Ford Motor Company personnel in the establishment of manufacturing feasibility (including possible considerations of facility environmental control) for his material by production of parts and/or surveys, as required. If additional testing, studies or surveys have been performed since receipt of an earlier report concerning acceptability of the material, receives final notification of approval (or rejection) from the affected PEO Materials Engineering Activity.
