Value of Resilience Working Group (VRWG) Meeting
Topics: Willingness-To-Pay Calculator and Survey Data; Resilience Benchmark Values
Our next VRWG webcast will continue to focus on customer willingness-to-pay (WTP) for resilience. We will primarily review a range of WTP data sets and discuss the best way to integrate them into a willingness-to-pay calculator useful in assessing the market for resilience-based service offerings. In addition, the application of benchmark resilience values to conduct cost-benefit analyses of prospective utility-owned microgrids in Nashville will be presented. Completed as part of the DOE-funded Accelerating Resilience of the Community through Holistic Engagement and Use of Renewables (ARCHER) project, this exercise leveraged the Modular Template Framework, developed in 2024 with the assistance of VRWG participants, and demonstrates one valuation approach that incorporates customer WTP.
As always, dialogue and idea exchange will be encouraged to promote learning and inform ongoing resilience valuation research. VRWG Backgrounder The VRWG is a platform for discussing value of resilience R&D and shaping the development of useful metrics, tools, and frameworks. Its goal is to promote industry collaboration to advance practical resilience valuation approaches used in costbenefit analyses and investment decision making. The VRWG aims to progress thinking around:

1. the identification and definition of economic drivers of and barriers to DER resilience, and
2. the quantification of associated costs and benefits.
Topical areas of focus include data gaps, valuation methodologies that recognize the hard and soft (e.g., social costs/burden) implications of extended grid outages, and the resilience posture of consumers. In 2025, the VRWG will work to create a WTP calculator for quantifying customer WTP for services that provide resilience (based on the preferences revealed by survey data). It will also document ongoing efforts to formulate resilience metrics, which are foundational to valuation, and profile utility resilience programs. Working group discussions will also continue to build on several of the knowledge gaps and research priorities identified in EPRI's Value of Resilience Research Roadmap.
