Pigg Nicolet, Inc., Chairman, Asbestos Regulation Task Force Johns-Manvilie Corp., representing Noel Hendry AIA/NA Administrative Assistant Introductory Remarks Mr. Dougherty stated that Mr. Hendry had advised his assignment to_General Manager, Mining Division, Johns-Manvilie Corporation,' a position that would preclude his active service on the AIA/NA Board of Directors and Executive Committee. Mr. Dimitry Poutiatine, Director of Asbestos Fiber Sales will succeed Mr. Hendry as the Johns-Manville Corp. representative on the Association's board of directors. Mr. Dougherty said he would ask Mr. Poutiatine to serve on the executive committee. Mr. Dougherty expressed his appreciation for the outstanding contributions Mr. Hendry had made to the Association. 100S16 t t*ge * Minutes Minutes of previous meeting March 25, 1976 were approved as submitted. Financial Report A financial report of the 7our (4) months ending April 30, 1976 was distributed and reviewed. The revised financial report format reflecting actual month income and expenses, budget and variance plus cumulative income and expense, cumulative budget, was approved. It was agreed that the format could be used for both executive committee and board of directors reports. Printing of Excerpts from Asbestos Industry Response to OSHA Mr. Workman described a need for excerpts (forwarding letter, summary and recommendations and medical statement) from the Associ ation's response to OSHA on the proposed revision to the asbestos standard. The Executive Director was authorized to reproduce 400 copies of the collected excerpts to be available at printing cost plus mailing charges. Remarks of the Executive Director The Association headquarters will relocate to 1835 K St., N.W., Washington, D. C., Suite 402, effective June 1. Details and costs involved were reviewed. Mr. Dougherty emphasized that the $3,000 previously authorized for moving expenses should be conserved to the extent practicable. 100S17 Page 3 The Court Order dismissing the Association as a defendant in the case of Shoup vs Johns-Manvilie Products Corp. et al was read. Attorney's fee was not yet available. ' The CONSAD Research Corp.'s Inflationary Impact Statement (IIS) on the proposed revision to the asbestos standard contracted for by OSHA has yet to be submitted in final form to OSHA. Based on best information available, internal review and publication of the IIS will take approximately three weeks. A 45-day vice 30-day period for public review will probably be given prior to public hearing. This schedule indicates the hearing will not occur prior to the early August time frame at the earliest. A report was given of an EPA news conference held April 30 concerning asbestos in drinking water of selected U.S. cities in study conducted by McCrone Associates. A listing of all federal government contracts for asbestos-health studies is being prepared. Among ongoing special projects mentioned were: plans for 3rd annual industry-government conference, September 9-10; revision of "Asbestos and Bealth" booklet; development of a recommended work practice booklet on asbestos containing sealants and gaskets; re vision of the pamphlet, "Asbestos and Brake Linings"; publication of J-H prepared "Recommended Safety Practices for Handling Asbestos Fiber" and "Asbestos Occupational Health Guide" under AIA/NA sig nature. Correspondence from Special Asbesto.s Company and Tremco Inc. advisino of resicnation was reviewed. "* However, a contribution to the AIA/NA task force should be encouraged by letter from the executive director. The Committee was reminded of the next Board of Directors meeting scheduled for June 10 at Stouffer's National Center Hotel, Arlington, Va. Mr. Dougherty said the Executive Committee would convene at 9:00 A.M. vice 2:00 P.M. on June 9 in view of the work to be accomplished. 100S18 Legal assistance Program Meeting of Asbestos Subgroup, OSHA Advisory Committee on Construction Safety and Health 7June 2-3 1976, San Diego, CaT The Executive Director reviewed the announcement concerning this meeting as published in the Federal Register on May 14 dis tributed to members and to the Standards and Technical Committee. He commented on the background and importance of the meeting. Mr. Carter outlined the planned presentation representation and presentation at the meeting followed. The Executive Director invited attention to the work in support of an AIA/NA presentation already prepared by Dr. Rhodes, Standards and Technical Committee chairman. Mr. Gabrielson indicated his willingness to participate in the meeting. It was agreed that Mr. Gabrielson, supported by Dr. Rhodes and Dr. Weill, should attend the meeting if possible. The Executive Director was requested to inform the OSHA Committee Management Office of the 100313 Association's desire to participate in this meeting. Plans for AIA/NA Participation in OSHA Public Hearing on Proposed Revision of Asbestos Standard Hr. Gabrielson said he envisioned a principal role of the Association should be to mitigate the negative public impact that the hearing may have. In this regard, he felt the industry should strive to present a responsible impression and demonstrate concern for the well being of employees and customers. He said it was his opinion that the two areas of monitoring and carcinogenicity, while deficient in AZA/HA's response to OSHA, were well covered in JohnsHanville's input. Regarding medical issues, he suggested the following should be emphasized: no "new" evidence; the probability of a threshold limit value; and, inadequacy of monitoring tech niques to discriminate for exposure levels below 2 fibers pcc. In addition, it must be stressed a standard of 0.5.fiber pcc is not feasible. Mr. Gabrielson said he perceived these as the principal issues to be addressed by selected industry spokesmen. Several persons were mentioned, in addition to Mr. Gabrielson, as possible participants to include Drs. Kotin and Weill, Mr. H.D.S. Hardie (plus other U.K. experts), Mr. Gerald R. Chase and Dr. Rhodes. It was also suggested that a Weston representative should be prepared to speak to their report. Mr. Carter suggested consideration be given to preparing a series of questions to be asked those who may be expected to testify in support of the proposed revision. Mr. Carter said consideration might be given to seeking an injunction against OSHA to insist that a general industry asbestos standard be delayed until a standard for the construction industry is issued.
