Fields, covers the test program for determiuing the concentration of vinyl chloride at various PVC fabricating plants that use UCC suspension/non-solvent resin. They reported their results (letters attached) to the respective companies. ' The data on the resin, compound, and product samples were obtained by the Texas City Special Problems Laboratory under the guidance of Bob ^fnold. Part of these samples were collected at the time the air samples ; }fl|re taken and should give some indication of the relationship of nwnomer/^^ tlj the air to monomer in the resin. In addition to these samples we had ideviously requested and received a similar set from each of the customer? for VCM analyses. With the exception of the Jet Stream samples, the monomer concentration generally decreased as the resin went through the fabricating Operation. / " '. As you will find noted on the Faultless Rubber sumnary sheet, the data PD the air and resin samples were inconsistent. This apparently occurred ' .j ^ because the extruder operator was not aware that he was running a competitive resin at the time the air samples were taken and, rather than supplj?iM us with this material,he gave us QYNL instead. Steele -2- June 25, 1974 Based on this limited survey, it appears that our resin customers should be able to meet the limits which the Ad Hoc Conmittee of VCM/PVC Producers authorized SPI to support with a minimum amount of effort. Obviously though, any reduction in the VCM level in the resin would make their task much easier. The customers that were sampled were most appreciative of UCC efforts to assist them in determining the level of VCM in their plants and finished products. We do not plan to issue any reports to the customer on the resin data but, with your approval, could pass selected information to the indivi dual customers on their products through the Sales organization who did an excellent job of coordinating the program at the various accounts. Closed vacuum system from truck to holding bin, closed airveying system for PVC to Well ex. Weilex cooler closed. Open hoppers on extruder. Six extrusion lines Average 'v 19 ft/min. Business very bad according to R. B. Beemer, Vice President & General Manager. Sells almost exclusively to mobile homes and sports trailers. These type of businesses are typically bad credit risks. Only resin quality prob lem is moisture. However, a QSQH-7 "wet" sample, returned to Texas City in a sealed bottle contained 0.2% volatiles. Probably a static problem. Foamed pro file products are not finished in line. The finishing line for both wood and PVC molding is done in a separate room (high solvent level in the air). Wood molding is not made at this location. Now using TM-185 (Tin) rather than UCC formulation (Barium Cadmium). Several bags of Rohm & Haas new processing aid/ impact modifier combination on location. The operators did not think the Maddock mixing screw gave higher extrusion rates than their normal screws. Did not dis cuss this with Charlie Yoder. GIFFORD-HILL CORPORATION, LUBBOCK, TEXAS OSHA found 64 ppm (30 minute sample) on their Henschel Platform. Dust collector was broken when samples were taken, now working. Installing more venti lation on platform. The Lubbock Pipe Plant produced the 100 MMth pound of pipe on June 10, 1974. Yard empty of inventory. Conoco is pushing PVC rigid pipe compound. Conoco hired a compounder from Ethyl. Conoco & Ethyl are indicating that in the future all PVC will be compounded at the PVC plant to lower the re sidual level and recover the VCM. They indicate that compounding may be the only way to reduce the residual VCM in the resin to an acceptable level. Norm Sturn, Plant Manager, not in favor of going into the high density polyethylene business. He feels that the raw material suppliers (UCC) rather than GiffordHill is directing the future of the company. Conoco resin now going to Grand Island Nebraska Plant. Sample of Conoco resin from hopper car evaluated at 64% total solids (by UCC). RESINS LABORATORIES UNION CARBIDE CORPORATION CHEMICALS AND PLASTICS DIVISION TEXAS CITY PLANT UCC 024085 GENERAL CABLE, BONHAM, TEXAS No OSHA visit as yet. Mixing room not air conditioned. The rest of the plant is. General Cable has purchased Trulon 510 and some Japenese resin. They will send sample of each to Texas City. Borderline on resin supply. Has been offered Italian G.P. resin @ 73<t/lb. FAULTLESS RUBBER, ASHLAND, OHIO The mixer is entirely automated in an air conditioned room along with two pelletizing extruders. All PVC compounds are pelletized. Medical tubing is pro duced in airconditioned, "clean room". JET STREAM PLASTICS, SILOAM SPRINGS, ARKANSAS This plant will be shut down the week of June 17 due to raw material shortage. Many employees quitting. On June 13, one machine on 4" virgin resin, one machine on 4" regrind, perforated drainage pipe. Henschel working one 12hour shift a day when they have resin. Ken Stuart wants to go into foamed profile wood replacement extrusion. He has one extruder that could be modified. Has discussed the sale of all^ the equipment at PAVCO, Pascagula, Mississippi, for $250M. PAVCO would guarantee purchasing 40% of the profile. Winrock (Jet Stream's Parent Company) has some lumber business and would have an outlet for the product. UCC will be approached by Winrock for VC1/E copolymer. Ken Stuart is also looking at butylene for extrusion. A competitive resin supplier evaluated some samples for Jet Stream for residual VCM. Resin from Hopper Car 940 PPM Compound from Henschel 240 PPM Compound from Extruder Hopper 640 PPM Jet Stream has heard of the VCM on the "Grey Market" and would be willing to buy at a price they could afford. Jet Stream has done $8.1 MM worth of PVC and P.E. business with UCC over the years. OSHA visited the Siloam Springs plant on 6/12/74. Took three 30-minute samples on the Henschel platform. The operator indicated that QYNL was being processed and the samples we received from the operator were all nil in residual monomer. The high VCM concentration in the air samples and the low residual concentration of the re turned resin were inconsistent. Therefore, Mr. Ed Hiller of Faultless Rubber was contacted and the compounding log sheet indicated Marvenol VR-22 rather than QYNL was being processed through the henschel at the time the air samples were taken. Mr. Hiller is sending sealed samples of Uniroyal, Marvenol VR-22 PVC resin plus some compound, and pellets for our evaluation. The Henschel Mixing operation at Faultless Rubber is in a corner of a small room without natural ventilation but the room is airconditioned. Two pelletizers (3.5 inch extruders) and three extruders which produce medical tubing are located in the same room. This entire area is classified as a "clean room", and is closed off from the rest of the processing plant. The Henschel Mixer and the pelletizer are located in a non-airconditioned room which is separated from the extrusion and cable assembly lines. In warm weather a double door is opened to the outside to provide additional ventilation for the mixer operator. The extrusion plant which includes a wire drawing line, wire coating lines and communication cable assembly lines is airconditioned and is well ventilated. At the time of sampling the dust collector, a vacuum connected directly to the Henschel mixer by a cloth sack, was broken. ' -TV During our visit of 6/11/74, the dust collector was working. The Henschel - mixing platform at the Lubbock Plant is enclosed and is in a position where there j"; is almost no natural ventilation. A sample of Conoco resin was obtained during the visit from the bottom of a newly arrived hopper car. The sample was visually wet and a check by our lab showed a total solids of 63.99%. Residual monomer on this samples was 15 ppm. The mixing platform is open and in the same building with the extruders and powder holding tanks (resin and compound). The management has installed several large fans in the area of the mixing-storage operation. OSHA had visited the Si loam Springs plant on 6/12/74 and taken three 30-minute samples on the mixing platform. The OSHA inspector indicated that only the mixing sections were problem areas. The location of the Henschel mixer is advantageous since there is a natural flow of air on all sides of the mixer. No natural ventilation was available. Observation during the plant visit indicated that most of the PVC compound was dumped into Gaylords and transported to the extrusion lines. The Gaylords containing the compounds were open as well as the extruder hoppers. The profiles are finished in another area along with wood trim. The solvent line was high in most parts of the plant, however, the plant was clean and well maintained. The extrusion room is large and well ventilated. On June 18, one of the extruder operators vomited blood and consulted his local M.D, Upon learning that his patient worked in a plant using PVC, he im mediately called the Indiana Board of Health and requested that Middlebury Molding be closed. Uvalde uses a low concentration of PVC in their vinyl asbestos flooring line 'v/15-18%, therefore the low VCM exposure readings are not unexpected. The plant is poorly ventilated, and the powder compound and hot processing lines are open with operators standing directly above the hot processing tile. Uvalde will discontinue the practice of entering the rail car for PVC samples.
