J. Olguln called the meeting to order at 9:30 a.m. and reviewed the purpose of the meeting. The HSC extended its appreciation to S. Conti for providing the litigation update. 2. The minutes of the July 21, 1993, meeting were approved as written. 3. Minutes of both task and work group meetings will be available at HSC meetings. 4. G. Capaldi reviewed the proposed changes to the process for preparing the budget and the change of the date of the Planning Meeting to the Fall. The HSC approved the proposed changes. Task groups will also be asked to provide descriptions of projects that don't require funding, and to consider whether CMA is the appropriate lead. A blank budget matrix will be provided to task groups. B. Hookey will prepare a process flow diagram. 5. The preliminary priority issue ranking system was reviewed. Sponsors are asked to share this with task groups and provide feedback. H. Foglesong will convey these to the Environmental Management Committee, 6. D. Kellogg provided a briefing on Environmental Equity. The HSC concurred on the importance of this issue, but felt that the leadership for advocacy should reside with a different Standing Committee. The HSC will provide technical support through the Risk Focus Area. 7. J. Sepesi provided an update on Responsible Care program activities. The Energy Committee will be contacted regarding the development of a Product Stewardship implementation aid and a briefing on the development of a potential Energy code. 8. Risk Focus Area o The draft risk survey results were discussed. The Risk Assessment Task Group will be asked to draft a concluding paragraph, add a bibliography of CMA publications on risk, and revise the format of the final report. As part of the planning process the task group should determine whether any follow-up action is indicated. The revised report will be distributed to companies contacted during the survey, other task groups, and the HSC for information. o Several documents on exposure assessment are anticipated in the next few months: an Exxon and AIHC methodology, and the proceedings of an EPA workshop. The Exposure Assessment Task Group is reviewing the draft Product Stewardship Hazard Characterization Resource Guide. o The Superfund Health Risk Assessment Task Group is developing a proposal to evaluate ATSDR health studies. A joint conference with ATSDR on the Agency's role at Superfund sites is being planned. CMA 06-1176 HSC Meeting Minutes August 18, 1993 Page 3 o Five position papers are under development to support Superfund advocacy. o The Board Risk Principles are expected to be approved in September 1993. Until a permanent management group is designated, the Risk Focus Area will form a broad-based oversight task group to manage the implementation. The task group formation was approved with one objection. 9. Product Stewardship Focus Area o Volunteers are being sought to participate in OECD SIDS dossier reviews, A model dossier has been developed. o The CHEMSTAR Cyclohexane panel has filed a suit on the section 4(a)(1)(B) policy. o The final rule on neurotoxicity has been issued. A possible legal challenge, based on the lack of consideration of CMA's comments, is being evaluated. o The proceedings of the ACS Forum on EPA's "Pollution Prevention Strategy for Toxics" was discussed. The strategy may set an important new direction for OPPT. The Chemical Use Inventory will require close evaluation. CMA will send a follow-up letter reiterating its statements and recommending follow-up multi-stakeholder meetings. o The joint Use/Exposure pilot project with EPA to provide voluntary information to support the RM1 process has begun a mini-pilot to test the information form. o CMA is meeting with EPA staff on August 19, 1993, to discuss the TSCA 8(e) environmental guidance. In addition, a TSCA Information Forum will be held on September 15, 1993, with EPA speakers to discuss the proposed guidance. A request to extend the comment deadline to October 25, 1993, has been submitted. o The final 12(b) export notification rule has been issued with one-time notification of export relief for Section 4 chemicals. Further relief for Prior Informed Consent chemicals may be sought at a future time. o R. Kraska provided a briefing on the proposed CBI comments and development of a position statement. The task group is asked to further investigate the concerns regarding state access, consistency with European requirements, and creative solutions for protecting intellectual property while being responsive to public and governmental information requests. The comments were approved for submission to EPA. o The ANSI Labeling Standard, Z129.1, will be submitted to the HSC for approval to the HSC in September. Committee members may receive advance copies of the proposed revision to the standard by request. CMA 061177 HSC Meeting Minutes August 18, 1993 Page 4 o The Product Stewardship Product Process design guidance should be available in a few months, A sales and marketing video will be available in early 1994. o A request to fund the development of an MSDS training aid for $3,000 was approved. o CMA is responding to two Executive Orders that contain TUR provisions. One has already been issued and is directed at Federal procurement. The other is still in draft form and calls for the designation on environmentally friendly products. The revised TUR position will be submitted to the Board for approval in September. o The final language on the EMS position was distributed (this position was approved in concept at the July HSC meeting). HSC members should provide any changes or objections to CMA by August 25, 1993. 10. OSHA Focus Area o A budget request to redirect $20,000 from respiratory protection to expand the report on occupational exposure limit setting approaches was approved. o The HPTG is seeking additional input from other OSH task groups on an ANSI ergonomics standard. o The set of the House and Senate Comprehensive Occupational Safety and Health Reform Acts position papers have now been completely updated. o The OSH Focus Area has reclassified its task group objectives per the strategic issue areas, o A general "meet and greet" meeting is scheduled with the OSHA Administrator designate J. Dear on September 21, 1993. .o The first OSH Information Forum is scheduled for November 18, 1993 11.
