Purpose of the Meeting: Discuss the importance of EPA to the antimicrobial and chemical industry and the need for greater transparency and opportunities for stakeholder engagement.
Background on the Meeting: We would like to discuss:
The need for continued staff and financial resources within the Office of Pesticide Programs (OPP) and its Antimicrobials Division (AD) and, thus, the importance of the reauthorization of the Pesticide Registration Improvement Act (PRIA), which would continue the fee for service program and increase funding for OPP. Please see the attached letter to Administrator Pruitt from the ACC Biocides Panel, dated February 27, 2017.
Implementation of the Lautenberg Chemical Safety Act (the 2016 amendments to the Toxic SubstancesControl Act), particularly section 5 ofTSCA (related to new chemicals). ACC has submitted extensive comments to a number of active dockets related to EPA's implementation efforts.
Role of the Administrator: Administrator Pruitt has a significant role in overseeing EPA's ongoing efforts under the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA) and the Toxic Substances Control Act (TSCA). Both statutes provide B1PA with the authority to restrict or deny access to the market for new pesticides and chemicals unless the Agency has an appropriateopportunityto review the potential health and environmental impacts of those substances, and in the case of pesticides, find that the product will not cause unreasonable adverse effects on the environment. ACC has a particular interest in assuring the availability of the financial and human resources necessary to ensure that these regulatory regimes not only fulfill their mandate to protect health and the environment, but that they support the innovation and globally competitive position of an essential manufacturing sector.
