STATE/TRIBAL FEMA ASSISTANCE REQUEST STATUS As of today, FEMA has not received any assistance requests from the states of Texas or federally recognized tribes. Texas Governor Abbott has declared state of disaster for 30 counties. Louisiana Governor John Bel Edwards declared a state of emergency for the entire state of Louisiana in anticipation of severe weather as a result of Hurricane Harvey.

While EPA has not been formally tasked by FEMA at the request of impacted states or tribes, EPA is
SUPERFUND NPL SITE STATUS -
In preparation for severe weather impacts, EPA assesses conditions at the NPL Superfund sites in the storm's pathway to identify potential impacts and countermeasures. Following the storm and receding floodwaters, EPA conducts rapid assessments to identify damage at sites and initiate cleanup plans if necessary.
PRIMARY INDUSTRIAL FACILITIES -
In preparation for severe weather impacts, EPA assesses conditions at the major industrial facilities in the storm's pathway to identify potential impacts and countermeasures. Following the storm and receding floodwaters, spills and releases are reported to the National Response Center. NRC notifies US Coast Guard or EPA based on preapproved jurisdiction boundaries. EPA conducts follow up inspections and damage assessments in response to reports within EPA jurisdiction.
PUBLIC WATER SYSTEM STATUS -
About 300 Public Water Systems are in the path (red zone) of Hurricane Harvey in Texas. Water systems often have problems due to flooding or loss of power during Hurricanes. Region 6 has developed a tracking system for us to identify systems in the storm's pathway. Both Texas Commission on Environmental Quality and Louisiana Department of Hospitals have uploaded their potentially impacted systems into Response Manager which enables planning for rapid assessments to restore water systems after the storm passes and flood waters recede.
EMERGENCY FUEL WAIVER STATUS -
The typical emergency fuel waiver request follows a path something like the following. An industry member will identify a failure in the fuel distribution system or at a refinery and raise it to Kurt, DOE and/or the state and Region. Since gas stations typically take deliveries two to three times per week, we normally have 24-72 hours before the system failure will lead to a retail shortage. In that time, the EPA/DOE team will hold calls with the potentially impacted state and industry to validate the issue and confirm relief is

justified. Once an issue has been identified, the state air director on behalf of the governor will make a request for specific relief The OECA team drafts a letter granting the relief for the Administrator's signature. DOE and OAR give concurrence on the letter and it is sent to the Administrator for signature. The signed waiver is quickly then disseminated to the impact states and industry members. The EPA press team will also issue a press release to increase awareness of the actions being taken to address potential fuel shortages.
COMMUNICATIONS UPDATE DHS Public Affairs initiated the National Incident Communications Conference Line on Thursday, August 24 and calls continue daily. The NICCL is a standing conference line designated, maintained, and supported by DHS Public Affairs as the primary means for interagency incident communications information sharing during an incident requiring Federal coordination. DHS Public Affairs provides guidance to Federal interagency public affairs headquarters staffs and affected authorities through the NICCL.
