i It U-*J explained that any fund* approved at this neeting would be sub scribed on th* baaia of seise of pig lead in the United Stales in acoordanc* with Industry Dwelopcert fund practice in the past. It u further explained, however, that when the r.oc expanded Joint research facilities with th* Aaerican Zina Insti tute had beer, sat up, and were in full operation, the research being ooralacted hjr the Lead Industrie* association would in tie sain be transferred to th* new research organisation at such tin* as th* Industry Development Coaaitte* end th* Technical Steering Cowritt*# considered it advisable.
It vaa also pointed out that th# appropriation new being ooneidared was in addition to th* appropriation# approved last Fall necessitated by th* fact that th* Battel!* report vas not ready for evaluation at that tin* and that action last Fall was with the realisation that furtler rt-ocixueniAtiora would be received when th* Technical Staering Cc--dtiee had had an opp'rturity to study the Battell* report, Consequently, any appropriation approved at this seeling wcaild be in addition to the $27,500 approved for industry d*vale peer.* at the Ncverier Hi, 1957 aeeting, end later approved by the Board of Directors cc December 2, 1957.
The oewittee then discussed and acted uf*m each reoc.coe.Med itea indl-- vidually and approved the appropriation of an additional $103,COO for research a* r*oocmeoded by th* Technical Steering Ccrdttee, and outlined In Exhibit *B.*

Under date of February 21, 19J8, the Technical Steering Com mittee submitted for the Inforcatlon of the Industry Development Com mittee a neoorandumi containing it evaluation of the Battalia raport In ganaral and cf specific Battalia proposals contained in that report* The T.S.C. is now substittlng for consideration specific research lod ge! recommendations based both on that report and other subject* that it has had under consideration.
In so doing, it would liks to point out that careful conside ration has bean given to a proper balance between applied and basic research. It feels that this ratio rest be flexible because basic research Bust necessarily feed applied research. Obviously therefore at the outset, greater emphasis will hare to be or. basic research until it develops more areas for applied research. The T.S.C. expects to watch this relationship continuously to be sure that the balance is properly maintained ir. accordance with conditions prevailing at any tine. i
The T.3.C. expect* to subnit additional recocncendations frost tins to tine ss farther data are developed on the many Eattell* propsosals which repairs farther study. These say include teat would not be Halted to the fourteen proposals contained in G-l, 8-2 and B-3 of the February 21 necorendurt and ether projects which L.I.A, has under study.
In the following budget tabulation, the nine ceramic fellow ships already approved at $27,0CC for 19JS are included. All cost figures listed are estimated and subject to negotiation with various qualified research organisations. They are also considered to be maxima for the work immediately contemplated, The contingency fund is provided to take care of situations which eight require prompt sctlor. as the result of Information developed during the course of the projects approved.
The T.S.C. reccomend* that the I.O.C. approve the appropiristlon of finds for or,* year for the projects in the folcwir.g tabu i lation not already approved.
