Objective
A RCRA Compliance Evaluation Inspection (CEI) was conducted at Macaran Printed Products on December 18, 2024. The purpose of the inspection was to obtain information on the facility's hazardous waste management program. This information will be used to determine compliance with regulations pertaining to the Resource Conservation and Recovery Act (RCRA).

Facility Description
Macaran Printed Products, a subsidiary of Nextgen Label Group, is located at 18 New Courtland Street in Cohoes, New York. The facility is a manufacturer of custom labels and packaging solutions for a variety of industries, including food, beverage, wine and liquor, cosmetics, and personal care products. The facility began operations at this location in 1996. There are 70 employees, and the plant operates two 10-hour shifts, 20 hours per day, 5 days per week (Monday through Friday).
The roll stock for the printers consists of polyethylene film and paper. In the Rewind Department, the rolls are cut to size according to specifications. The rolls are conveyed to the Press Room, where seven printing presses are used for the manufacturing of custom labels.
In the Ink Department, custom inks are formulated and tested according to specifications. The inks consist of water-based inks and solvent-based inks. After testing and approval, the inks are conveyed to the Press Room.
In the Press Room, the printing presses are restocked with rolls and inks for each job. Inks are applied to the roll stock during the manufacturing process. The final product, which consists of a roll of custom labels, is transferred to the Shipping Department for final packaging.

Water and Wastewater
Water for the facility is provided by the City of Cohoes. There is no process wastewater generated during the manufacturing operations. Sanitary wastewater is discharged to the local POTW.
Solid and Hazardous Waste Management
Hazardous waste is generated when the solvent-based inks are changed, and the rollers are cleaned on the printing presses. The waste flammable liquid, consisting of ink mixed with acetone, is placed in a 55-gallon satellite container. The satellite container has a hazardous waste label and a flammable label. When the container is full, it is transferred to the container storage area. The accumulation start date and the RCRA hazardous waste codes (D001, U002) are added to the hazardous waste label.
Non-hazardous waste is generated when the water-based inks are changed on the printing presses. The non-hazardous printing inks are placed in a 55-gallon container and transferred to the container storage area.
The hazardous waste generated on site is shipped as a waste flammable liquid containing ink mixed with acetone (D001, U002). The non-hazardous waste is shipped as non-hazardous printing inks. Both hazardous and non-hazardous containers are shipped to Univar Solutions in Binghamton, New York.
Observations
A review of the hazardous waste manifests indicates that Macaran Printed Products is a small quantity generator of hazardous waste. In the last 12 months, the facility generated 3,200 pounds of D001 hazardous waste. The most recent shipment of hazardous waste was on September 13, 2024.
On the day of the inspection, there was a 55-gallon satellite container with a hazardous waste label and flammable label in the satellite waste accumulation area. The satellite container was almost empty. There were two full 55-gallon containers of hazardous waste being stored in the container storage area. Both containers were labelled as hazardous waste containing ink mixed with acetone. Accumulation start dates and flammable liquid labels were marked on the containers.
Hazardous materials safety training is provided annually to employees that handle hazardous waste. Department of Transportation (DOT) hazardous materials training is provided for employees that sign hazardous waste manifests.

The facility maintains weekly inspection logs of the container storage area and the satellite waste accumulation area.
The facility maintains a Contingency Plan for the site.
Findings There were no violations or compliance issues found on the day of the inspection.
