Karl, as we discussed this morning, please prepare a note to John to make him aware of the juxtaposition of his visit to DP on May 31, the Chronicle's visit to DP on June 20 and the release of the Texas Toxic Inventory Release Report (probably in mid-June). Please copy me on your note. Thanks. Anne Anne M. Knisely Manager, Communications Operations & U.S. External Affairs Shell Oil Company P.O. Butadiene The note below was sent to John on April 19, but it might be good to remind him of the increase in reported butadiene emissions (as a result of the imposed lower destruction efficiency rate used in the calculation) and the associated risk. The results will probably not be made public until 2006. Benzene As reported by Dina Cappiello in the Chronicle on 04/19/06, there is skepticism around the industry-funded Shanghai benzene study. The study, launched in 2001 in Shanghai, China, funded by BP, ChevronTexaco, ConocoPhillips, Exxon Mobil and Shell Chemical, will analyze benzene's effects on the blood and bone marrow, and its ability to cause cancer in workers. The research is expected to be completed in 2007. The American Petroleum Institute is overseeing the funding group. It is alleged that the outcome has already been predicted - that it will contradict (in the industry's favor) earlier findings that low levels of exposure are linked to cancer and blood diseases. In addition, some parts of the study's design have been called into question by toxicologists at UT Medical Branch in Galveston and Dow Chemical. Dow Chemical decided not to contribute to the study. -----Original Message----- From: Armstrong, Randy R SHLOIL-CA Sent: Tuesday, April 19, 2005 5:31 PM To: Hofmeister, John D SHLOIL-CA Cc: Bourns, Richard W SCC; Gallagher, Michael P SOPUS-OME/2; Meeuwsen, Michael J SOPUS-OP-COR-H; Armstrong, Randy R SHLOIL-CA; Snyder, Phil J SCC-HSE-OE Subject: Deer Park Air Emissions John, A change required by the Texas Commision on Environmental Quality (TCEQ) has required Deer Park to change the destruction efficiency of their flares to come into alignment with other companies in Texas. This change will result in substantial increases in reported emissions. Reported butadiene emissions will increase from around 40K Ib/year to approximately 120K Ib/year. This increase will make Deer Park one of the largest reported emitters of butadiene in the ship channel and will increase the calculated risk from this facility. This information has been submitted to the state in Deer Parks Annual Emissions Inventory submittal and will probably not be made public until 2006. Chemicals has created a task force to manage the issues that this change will create. Deer Park has a holding statement and the key Head Office HSE managers have met to share information on cross business impacts. If you would like more information, please contact me.
