Final rule of the Bay Area Air Quality Management District amends Regulation 3 to increase fees by between 2.7 and 9 percent. The rule also establishes new fees to recover costs for facilitywide health risk assessments (HRAs) and risk reduction plans, effective upon adoption of Regulation 11, Rule 18. In addition, the rule establishes a new fee equal to the risk screening fee for HRA scenarios above three under Regulation 2, Rule 5, concerning new source review of toxic air contaminants. Finally, the rule adds diesel exhaust particulate matter to the schedule of toxic air contaminants subject to excess emission fees, revises fees for semiconductor and related operations, and updates terminology. Final rule of the San Diego County Air Pollution Control District amends Rules 1200 and 1210, Tables I, II, and III, to revise the lists of toxic air contaminants for which potential carcinogenic impacts, chronic noncancer impacts, and acute noncancer impacts must be calculated. The rule adds carbonyl sulfide (CAS 463-58-1), which is used as an intermediate in organic compound synthesis, to the lists of toxic air contaminants for which potential acute and chronic noncancer impacts must be calculated. The rule also adds sulfuric acid (CAS No. 7664-93-9) and sulfur trioxide (CAS No. 7446-71-9) to the lists of toxic air contaminants for which potential chronic noncancer impacts must be calculated. Final rule of the San Diego County Air Pollution Control District amends Rule 2, Table 1, to update the list of exempt compounds that have negligible or very low photochemical reactivity and are not regulated as volatile organic compounds. The rule adds Chemical Abstracts Service registration numbers for previously listed compounds. The rule is effective July 11, 2017. Agricultural Order/Discharges from Irrigated Lands

Notice of the Central Coast Regional Water Quality Control Board announces meetings on the development of a new agricultural order to conditionally waive waste discharge requirements for discharges from irrigated lands. The order would replace the board's March 8, 2017, three-year agricultural order (Ag Order 3.0, Order No. R3-2017-0002), which expires March 7, 2020. The 2017 order revised monitoring requirements and expanded the total nitrogen applied reporting requirement. The meeting will include discussion of the structure of the order, tiering and enrollment, and monitoring and reporting requirements. The meetings are scheduled for Aug. 7, 10, and 15, 2017, in Salinas, Santa Maria, and Watsonville, respectively. A comment due date is not specified. Climate Change Strategy California Regions WATER
Notice of the Los Angeles Regional Water Quality Control Board announces a workshop to discuss the development of the board's climate change strategy. The board seeks input on how facility dischargers and water resources and associated beneficial uses may be impacted by climate change. Input will be taken into consideration by the board in the development of drinking water, water quality, and other regulations. The board is developing the strategy in response to a March 7, 2017, resolution of the State Water Resources Control Board that requires a proactive approach to climate change in all board actions. The workshop is scheduled for Aug. 8, 2017, in Los Angeles. Comments are requested, but a due date is not specified.
