RE: ASBESTOS MONITORING
It has come to our attention that material used in the construction phase of One Shell Square, now occupied by Shell Oil Company and its subsidiaries, contains asbestos. Ve understand that this is the case in many buildings constructed prior to the early seventies. Preliminary tests indicated that the concentration of asbestos in fireproofing materials ranges from 5Z to 20Z. Further monitoring of various office and plenum locations within One Shell Square indicates the presence of^as^estos fibers; however, the level is substantially lower than the current or proposed OSHA standards. Nevertheless, the concentration of asbestos fibers can increase or decrease depending upon certain factors and under various circumstances, particularly when workers are performing alterations to existing facilities.
We take this opportunity to inform you that a percentage of asbestos is present in the material used to coat girders and the undersides of floors and that appropriate precautions should be taken. In order to obtain further information, we plan to continue to test the level of asbestos fibers and will monitor the environmental conditions which exist when alterations or modifications of existing facilities occur.
Present results of tests performed in the normal working environment reveal that no hazard exists. However, in order to obtain complete information, we plan to monitor the environmental conditions when your employees are performing construction alterations to areas leased or occupied by Shell or any of its subsidiaries. Any information which we obtain as a result of the monitoring will naturally be shared with you so that you may know what conditions exist and may take appropriate precautions if warranted. We will discuss with you our proposal at a mutually convenient date and time.

SUBJECT: ASBESTOS-CONTAINING INSULATION
We have recently analyzed the fire-retardant insulation on the structural steel above the ceilings in One Shell Square. The samples were collected by Shell's HS&E staff and analyzed for asbestos content. The sample results indicated the insulation contains 10-20 percent asbestos. (Asbestoscontaining insulation of this type is common in structural steel buildings constructed prior to 1975.) Air samples were subsequently collected in office areas on several floors to insure that employees were not being exposed to hazardous levels of asbestos. The results of the air samples indicated that asbestos levels in office areas were no higher than ambient levels outdoors, and well below any applicable OSHA Standards. Based upon the results of this study, there appears to be no hazard to office employees related to the asbestos-containing insulation. Additional studies are currently ongoing to more clearly define the potential exposure to personnel who come in contact with the insulation material during construction, maintenance and related activities. Air samples were collected on several floors to estimate employee exposure under various conditions. Based on these sampling results, exposure to office personnel would be expected to be very low, well below any applicable OSHA standards. Test findings Indicated exposure levels 10-20 times less than proposed OSHA levels and asbestos substantially less than that found in the outside air.
An additional study will be made to more clearly define exposure of personnel who come in contact with the fire retardant material and to determine if procedure changes are necessary in building construction and related activities.
