FOR INTERNAL USE Statement, Key Messages and Talking Points Executive Order on Promoting Energy Independence and Economic Growth Press Statement The Bureau of Land Management (BLM) is a premiere agency in facilitating secure, independent energy development on the public lands, including Federal and Indian onshore oil and gas, coal, minerals, and renewable energy. We look forward to supporting the goals set out in the President's Executive Order on Promoting Energy Independence and Economic Growth. Key Messages America's public lands offer vast energy development opportunities. The BLM will continue to seek opportunities to put America first through energy independence and supporting local jobs. We have a strong history of meeting our Nation's growing energy needs, including coal, oil and gas, and renewables; and often set the standard for sustainable development that balances the needs of all of our public land stakeholders. Talking Points The President on March 28 signed an Executive Order that calls on the Secretary of the Interior to amend or withdraw SO 3338 and to lift the 2016 moratorium on new coal leases on federal land and also review three final rules from the Department regarding oil and gas production on federal and private land as well as the outer continental shelf. Some of these apply to the BLM. The BLM's moratorium on new coal leases, falls under this Executive Order. We will work with the Secretary of the Interior to lift the existing moratorium on new coal leasing on Federal land. Thanks to advancements in drilling and mining technology, we can responsibly develop energy resources and return the land to equal or better quality than it was before. It is better for the environment to develop energy in the U.S. under reasonable regulations and export it to U.S. allies, rather than have it produced overseas under little or no regulations. Energy production is a boon to the economy, supporting more than 6.4 million jobs and supplying affordable power for manufacturing, home heating, and transportation needs. Achieving American energy independence will strengthen our national security by reducing our reliance on foreign oil and allowing us to assist our allies with their energy needs. The BLM has a strong track record on coal: o In FY 2016, More than 303.3 million tons of coal was produced from Federal leases with a total value of $4.9 billion. o Over the past decade, Federal leases have produced 4.2 billion tons of coal with a total value of $63.7 billion. o Over the past decade, production generated $10.68 billion in royalties, rents, and bonuses payments. The Executive Order also covers two BLM rules for oil and gas: o the final rule for Hydraulic Fracturing on Federal and Indian Lands; and o the final Methane and Waste Prevention Rule The BLM looks forward to working with the Secretary of the Interior to review these rules and identify next steps to achieve the Executive Order's goal to promote prudent development of natural resources with the least burden on industry. The BLM is known for its strong programs that promote responsible energy development on America's public lands: o Federal onshore oil and gas volumes accounted for 9 percent of total U.S. natural gas production, and 5 percent of total U.S. crude oil production during Fiscal Year 2016. o Federal onshore oil and gas sales generated $1.36 billion in royalty revenue for fiscal year 2016, or 67 percent of the $2.03 billion in total Federal onshore royalty revenue. o In 2016, the BLM held 20 oil and gas lease sales, generating more than $196 million in bonus bids and rental fees. About half of this revenue, in addition to royalties, goes directly back to the States in which the development was located. We are well positioned to support energy development on the public lands. This approach to maintaining America's energy independence also supports thousands of jobs and helping the economy of local communities. In FY 2015, the BLM's management of energy development on the public lands supported an estimated economic activity of 241,000 jobs (oil and gas: 188,000; coal: 44,700; renewable: 8,300). We are digesting the impact that these will have on operations and expect you all might receive some calls on the impact of the lifting of the coal moratorium. We have been coordination with WO-600 and Matthew told me the talking points are with DOI for clearance now and they will be sent down to your PAOs soon.
