Glider kits are new truck chassis with rebuilt engines and can cost significantly less than a new truck with a new engine. The proposal argues that EPA does not have the authority to regulate glider kits under the Clean Air Act. In a statement, EPA Administrator Scott Pruitt said the Obama administration unlawfully tried to expand the Clean Air Act's reach. "Gliders not only provide a more affordable option for smaller owners and operators, but also serve as a key economic driver to numerous rural communities," he said. Pruitt announced plans to revisit that part of the rule in August following a May meeting with and a July petition from Fitzgerald Truck Sales, the biggest U.S. manufacturer of glider kits.
