In addition to the scheduled presentations as on the attached agenda Dr. John Zapp Conference Chairman summarized the history of governmental concern and administrative steps in the attempt to limit worker exposure The ACGIH suggested a 5 fibers standard but organized labor is pressing the Department of Labor to adopt a permanent standard of much less such as 1 or 2 fibers
NIOSH has written a criteria document which contains a recommended
standard of 2 fibers The emergency standard currently in effect expires this week so the Department of Labor is expected to make an announcement some time this week Dr. Zapp feels that in an election year there will be considerable yielding by the
Department to political pressures
The NIOSH criteria document also makes recommendations for surveillance
of exposed workers defined in the document as anyone exposed to
1 fiber or more regardless of his listed occupation or duties
These include 14 x 17 chest ray films specifically PA and
all lateral routine laboratory work and FEV
every 2 years for normals and annually
and FVC determinations workers with
demonstrated changes or impairments Except for the lateral chest

ray Chambers Works routine medical surveillance should be in
compliance History and physical examinations are also included in
the recommendation so this must be considered in any future
proposals to omit physical examinations in favor of multiphasic
screening of asymptomatic employees These examinations should all
be repeated at the termination of employment all records retained
for at least 20 years

Both Commander Sam Berboo U.S. Navy Industrial Hygienist and George George E. Lang III of Du Pont Engineering agree that a 2 fiber
standard will mean the end of asbestos insulation in its current
form and can be met only by substitution of other materials

expensive that even the use of Nomex fabrics for insulation might be economically preferable
