I think we can highlight the following: 1. USGS research, monitoring, and assessment provides information needed to meet the requirements of that order (Sec. 4a(1)) by providing assessments of surface resources, including their distribution, abundance, and forecasting of how those resources will respond to the changing environment, development, and human activities. [Recent paper on relative response of geese to development and research, work on the abundance and distribution of birds, assessments of aquatics, etc... All of these are of importance to BLM as they draft permits, etc..] 2. USGS monitoring and analysis of water and land resources (including permafrost) informs development, exploration, and extraction of energy resources. [Changes in hydrology and impacts on haul road, availability of surface water to build ice roads has been informed by our remote sensing of lakes across the NSlope, research on Polar Bears and their use of land can inform communities and development in avoiding conflicts with dangerous wildlife].
