Notice of the U.S. Fish and Wildlife Service announces the receipt of an application from two individuals for a 10-year incidental take permit authorizing take of the endangered Morro shoulderband snail incidental to the construction and maintenance of a single-family residence on an existing legal parcel and associated infrastructure in Los Osos, Calif. The application package also includes a draft low-effect habitat conservation plan, a draft low-effect screening, and an environmental action statement The notice also announces the agency's preliminary determination that the proposal will have a minor or negligible effect on the species and that approval of the habitat conservation plan and issuance of the permit qualify for categorical exclusion under the National Environmental Policy Act. Notice of the Animal and Plant Health Inspection Service announces the availability of an environmental assessment for a field test of an unlicensed canine lymphoma vaccine, live listeria vector, in 15 states. The EA also addresses the issuance of a veterinary biological product license for the vaccine following satisfactory completion of the field test. Notice of the National Marine Fisheries Service announces the availability of a final environmental assessment regarding an exempted fishing permit for evaluation of pelagic longline (PLL) catch and bycatch rates from within two different sub-areas in the northern portion of the East Florida Coast PLL closed area. The applicant seeks to compare those rates to rates obtained from outside the area over a 12-month period. The agency is authorizing 720 longline sets, each consisting of 600 16/0 or larger circle hooks, per year to occur between six vessels and to be distributed between two sub-areas of the closed area. Notice announces the intention of the General Services Administration to prepare an environmental impact statement for the proposed master plan for the consolidation of the FDA headquarters at the Federal Research Center at White Oak, in Silver Spring, Md. The EIS will consider the effects of increasing the campus population by up to 18,000 employees over 15 years and will consider a range of alternatives, including taking no action, for the proposed master plan. Notice announces the intention of FERC to seek OMB approval for a revised information collection request regarding the open access same-time information system (OASIS) and standards for business practices and communication protocols. The collection addresses responses from public utilities that own, control, or operate facilities for transmitting energy in interstate commerce that are required to provide certain information on transmission operations on OASIS. The collection also addresses requirements that utilities personnel engaged in transmission system operations function independently from those engaged in marketing functions. The revisions update the collection's respondent count and hours burden for responses based on efficiency gains and changes in business practice standards. Comments are due Oct. 10, 2017. Notice of the NRC confirms the effective date of a June 6, 2017, direct final rule (82 FR 25931) to revise the NAC International Passive MAGNASTOR Transfer Cask System listing within the list of approved spent fuel storage casks. The rule adds Amendment No. 7 to the certificate of compliance (No. 1031) to incorporate revised seismic requirements to appendices of the technical specifications. RADIATION Occupational Radiation Protection at DOE Facilities RADIATION
Final rule of the Energy Department updates values regarding occupational exposure to radioactive material dispersed in the air as the result of DOE activities. The rule updates the air immersion derived air concentration value for any single radionuclide with a decay mode other than alpha emission or spontaneous fission and with radioactive half-life less than two hours, adjusted for an eight-hour workday, or 1E-06 microcuries per milliliter. The rule also updates activity information values for the radionuclides Rh-102 to 6.4E+05 microcuries and for Rh-102m to 3.0E+05 microcuries. The rule is effective Sept. 11, 2017. TOXIC SUBSTANCES TSCA Inventory Notification/Commercial Activity TOXIC SUBSTANCES
Final rule of the EPA establishes TSCA chemical substance inventory notification procedures as required under the 2016 amendments to TSCA. The rule establishes a retrospective electronic notification of chemical substances on the TSCA inventory manufactured for nonexempt commercial purposes during the 10-year time period ending on June 21, 2016. Notifications will be used to distinguish active substances from inactive substances, and active and inactive designations will be included on the TSCA inventory. The rule also establishes procedures for forward-looking electronic notification for chemical substances designated as inactive and specifies that the agency will change the designation to active upon receipt of a valid notice. In addition, the rule establishes procedures for submission of retrospective and forward-looking activity notifications, provides details of the notification requirements, and specifies exemptions from such requirements and procedures for handling claims of confidentiality. Notice of the EPA announces the submission of a National Pollutant Discharge Elimination System (NPDES) program application by the state of Idaho for approval to administer its state pollutant discharge elimination system program. The application includes an implementation plan to transfer to the Idaho Department of Environmental Quality the administration of specific program components in four phases over a four-year period, beginning July 1, 2018, or upon program approval. The EPA would retain permitting authority for facilities on tribal reservations or discharging to tribal waters. Hearings are scheduled for Sept. 11,12,13,14, and 15, 2017, in Idaho Falls, Twin Falls, Boise, Lewiston, and Coeur d'Alene, Idaho, respectively. Comments are due Oct. 10, 2017.
