Also, although USGS is not directly engaged in other of the SOs our science often supports the efforts of those who are (see Note below), with a number of those supporting projects being tracked in conjunction with our Top Twelve Priorities. Note: Secretarial Orders 3347 (Conservation Stewardship and Outdoor Recreation) and 3356 (Hunting, Fishing, Recreational Shooting, and Wildlife Conservation Opportunities and Coordination with States, Tribes, and Territories) are directed towards the Assistant Secretaries of Fish, Wildlife, and Parks, and Lands and Minerals Management, and pertain directly to management actions of the U.S. Fish and Wildlife Service (USFWS), Bureau of Land Management (BLM), and National Park Service (NPS). Both orders also reference the Wildlife and Hunting Heritage Conservation Council (WHHCC), who the Department is required to collaborate with in fulfilling these Orders. The USGS serves the interests of the Bureaus in their efforts to fulfill the mandates of these Orders through applied research sponsored by the Bureaus and the States. The USGS also communicates, along with the other Bureaus, with the WHHCC. Secretarial Orders 3349 (American Energy Independence) and 3354 (Supporting and Improving the Federal Onshore Oil and Gas Leasing Program and Federal Solid Mineral Leasing Program) are directed toward actions at the management bureaus (BLM, USFWS, NPS) and do not directly link to USGS. However, the USGS effort "Smart Energy Development in Sagebrush Rangelands," one of our Top 12 Bureau Priorities, will help with implementation of these SOs through development of tools to inform future energy development and leasing activities. Secretarial Order 3350 (America-First Offshore Energy Strategy) is directed toward the Bureau of Ocean Energy Management (BOEM), Bureau of Safety and Environmental Enforcement (BSEE), the Counselor to the Secretary for Energy Policy, and the Office of the Secretary and enhances opportunities for energy exploration, leasing, and development of the Outer Continental Shelf (OCS); establishes regulatory certainty for OCS activities; and enhances conservation stewardship. While USGS science is not directly captured under this Secretarial Order, the USGS works with BOEM to deliver priority science for decision making about energy development in the OCS. This joint plan, submitted to the Counselor for Energy Policy within DOI, calls for updating assessments of undiscovered, technically recoverable oil and natural gas resources on the ANS, focusing on Federal lands including the National Petroleum Reserve-Alaska (NPRA) and the Section 1002 Area of the Arctic National Wildlife Refuge (ANWR). Specifically, these assessments will include areas including the NPRA, ANWR, the Central North Slope (areas between NPRA and ANWR), and areas West of NPRA.
