Dear Samantha - Please convey my thanks to Administrator Pruitt for the good discussion we had on Wednesday regarding issues impacting the automotive industry. I wanted to provide you with three items referred to during that meeting:
1.
Attachment 1 - March 15, 2017 letter from Gov. Brown to Alliance of Automobile
Manufacturers;

Attachment 2 - Transcript of the March 24, 2017 public hearing of the California Air
Resources (the pinpoint cite referred to is on page 184-5 of 347); and

Attachment 3 - Copy of the California Air Resources Board News Release of March
24, 2017.
To facilitate the recommencement of action on the Midterm Review of the 2022 -- 2025 standards, we suggest the following immediate next steps.
We suggest that the EPA, in coordination with NHTSA, re-open the public docket (EPAHQ-OAR-2015-0827) on the draft Technical Assessment Report for 60 days and commence the process for reconsidering the Final Determination on a public timeline. We stand ready to work with your team as you coordinate with NHTSA.
We suggest that Administrator Pruitt, along with Secretary Chao, convene a meeting of relevant stakeholders, including California, to find common ground as we simultaneously advance the formal process of the Midterm Review.

Your action to weaken vehicle pollution standards - standards your own members agreed to breaks your promise to the American people.
Advances in fuel efficiency technology have worked for everyone. They have saved Americans money at the pump, cut oil consumption, reduced air pollution and helped fight climate change.
Putting this progress at risk is reckless. Your actions could cost the average car owner more than $1,650 per vehicle and make Americans consume billions more gallons of gasoline. This would increase our dependence on foreign oil and could raise greenhouse gas emissions by 540 million metric tons.
Please be advised that California will take the necessary steps to preserve the current standards and protect the health of our people and the stability of our climate.
