On Tuesday, the House voted to repeal the Obama Administration's j ob-killing j oint-employer rule. The Save Local Business Act protects small businesses and 1.7 million jobs by amending the National Labor Relations Act and the Fair Labor Standards Act to clarify that two or more employers may be considered a "joint employer" only if they have "actual, direct, and immediate" control over employees' essential terms and conditions of employment.

On Wednesday, the House Committee on Natural Resources passed Western Caucus Member Congressman Tom Emmer's (MN-06) Minnesota's Economic Rights in the Superior National Forest Act. Minnesota is projected to lose up to $3 billion in revenues for education without H R. 3905.
"Today, we came one-step closer to undoing the Obama Administration's politically motivated actions in Northern Minnesota," said Congressman Emmer. "I am proud that my bipartisan MINER Act passed the House Committee on Natural Resources. Passage of this legislation ensures Minnesotans have a say in sweeping bureaucratic decisions made in Washington. Environmentally responsible mining and exploration in Northern Minnesota will unleash our ability to tap into our abundance of natural resources, and provide for a better way of life for our children, just as those in Northern Minnesota have done for decades. We can preserve our beautiful state without permanently destroying any future job creation or economic development. We can utilize the largest untapped copper-nickel deposit in the world for Americans, and in an environmentally sound way. While there are still numerous environmental and safety benchmarks that must be met in the coming years before any mining can occur, passage of the MINER Act will let our federal, state, and local environmental review process to proceed. On Wednesday, the House Committee on Natural Resources passed Western Caucus Members Steve Scalise (LA-01) and Rob Bishop's (UT-01) bipartisan SECURE American Energy Act.
"After months of stakeholder input, Committee oversight and multiple legislative drafts, we have a comprehensive bipartisan upstream energy bill to bring to the House floor. These onshore and offshore provisions provide certainty and access to spur investment and job creation through the development of federal lands. With this legislation, we can unlock our vast energy potential, advance American energy dominance and generate revenues at all levels of government. I thank Whip Scalise for his continued leadership and the contributions of members, including Reps. Cuellar and Gonzlez, in developing this bipartisan legislation," Resources Chairman Bishop said.

On Thursday, Western Caucus Chairman Paul A. Gosar D.D.S. (AZ-04) and Western Caucus Member Andy Biggs (AZ-05) led a letter signed by 24 Members of Congress encouraging President Trump "to think big and act bigger" in his monuments review resulting from Executive Order 13792 issued on April 26, 2017.
Congressman Biggs stated, "The Western Caucus is working closely with the Trump administration to provide comments and recommendations on the twenty-seven monuments under review. These efforts are a good first step to overturn some of President Obama's unconstitutional land grabs. Moving forward, our Caucus will be working together to reform the outdated 1906 Antiquities Act. It is time to bring more jobs and economic freedom to the West, and I am confident that President Trump and Secretary Zinke share our affinity to see this happen."

"The original intent of the Antiquities Act was to set aside the smallest area of land possible in order to protect sites of historical or other significance, however, those parameters have been largely ignored in recent years," said Congressman LaMalfa. "Under previous Presidents, most notably the Obama Administration, this abuse of Executive power has truly gotten out of hand. In the case of the CascadeSiskiyou monument that now bleeds into California's 1st district, unaccountable expansion now limits the public's access to the land and limits the federal government's ability to properly manage it. I'm happy to see the President is serious about reviewing and reforming this antiquated law, and I hope this recommendation to accept local input is considered thoroughly."

On Thursday, the House passed Western Caucus Member Cathy McMorris Rodgers' (WA-05) H R. 3043, the Hydropower Policy Modernization Act of 2017. This bill ensures swift consideration of new hydropower project applications by designating the Federal Energy Regulatory Commission (FERC) as the lead coordinating agency and ensuring FERC imposes strict timetables on all other agencies.
"Hydropower is crucial to our way of life in the Pacific Northwest. It's clean, it's renewable, it's reliable, and it's one of the reasons why we in Eastern Washington enjoy some of the most affordable electricity rates in America," said Congresswoman McMorris Rodgers. "This bill won't change outcomes or environmental standards. Instead, it will speed up the relicensing process and save time and money. Providing relief from these costly and time-consuming regulatory processes will encourage investment in hydropower so we can continue to support this clean energy in our region."
"This bill simply intends to bring hydropower permitting into the 21st Century by improving efficiency, accountability and transparency within the Federal Energy Regulatory Commission while also reducing federal duplication. Even our friends across the aisle agree with our efforts to promote hydropower development.
