The 1971 plan for management of the PCS problem estab lished targets of 1 pound per day in the water effluent and 1 pound per day to the atmosphere. Since these represent the different ways in which PCB*s could be introduced into the environment with different methods of control and measurement, we should not tahe the total of 2 pounds per day as applying only to the water effluent and neglect to consider atmospheric pollution. It is my personal belief that in the near future the Krutssrich Plant effluent will be sampled by a regulatory agency and I do net believe 2 pounds psr day will be acceptable. I suspect that we will have considerable discussion with 1 pound per day, but I an hopeful we can convince the appropriate authorities that it is a proper target. Moore Director of Research and Development Electrical Utilities Company LaSalle, Illinois 61301 Dear Dr, Moores I have reviewed your present practice of disposal of your scrap pump oil and because of the extremely small amounts of persistent polychlorinated biphenyls involved I believe it represents an environmentally acceptable method of disposal. Referring to your comments regarding Aroclor 1016, it is true that it is more biodegradable than the former askarel fluids. Do not, however, be misled into considering it biodegradable at the same rate that substances such as the "soft" detergents degrade. Those persistent PCB isomers which many laboratories have identified in the environment have bean removed. The re maining isomers are the type that have not been identified in such samples as bird tissues. This absence strongly implies that in time the environment will degrade these isomers. The time required for this to occur is not specifically known and probably varies considerably depending on the multitude of other factors existing in the environment. We do know that it does not occur quickly, therefore we cannot recommend that Aroclor 1016 be freely disposed into the environment and that we should still treat it as a pollutant and dispose of it properly. The modification of Aroclor 1242 to Aroclor 1016 represents a major responsible step toward improving the PCB environmental situation and its benefits will be evident in those situations in which control is virtually lost such as the failed capacitor buried in the city landfill, . f t DSW 171001 STLCOPCB4045634 Dr. Eunice M. Romoser, Monsanto, informed me of your concern in the use of biphenyl in the processing of by-products. Tests have indicated that at low concentration levels biphenyls are relatively non-toxic and have been approved by the World Health Organization for use in citrus fruit wrapping to prevent spoilage. However, no U. S. D. A. or F. D. A. approval have been requested or granted for use in foods or animal feed. If your processing results in biphenyl remaining in the product which eventually becomes an ingredient in animal feed, the biphenyl would be considered an adulterant and, therefore, not acceptable. Sadov Recent critical polychlorinated biphenyl environmental contamination problems have indicated the urgent need for improved control in the use of these materials in heat transfer applications. Will you please forward to me a summary of an audit made of all your Divisions plant facilities, both host and guest, to determine the number of such units in use, the type of fluid used (either Aroclor or Therminol FR), the products processed in these units, and if any of these products are eventually used in human or animal food appli cations. We are concerned with introduction of PCB's in both the manufactured product and to the plant air and water effluents. I strongly recommend that in those processes in which fire resistance is not vital that the FCB type fluid be drained from the unit and returned to the W. G. Krunmrich plant for disposal. The replacement fluid can be Therminol 55, Therminol 66 and Therminol 77, depending on operating conditions desired. Don Roush of the Organic Division's Specialty Products Group can assist in the selection of replacement fluids. In those situations requiring fire resistant fluids, ex treme care must be taken to prevent loss of fluid to the environment or the product. W. B.
