1. Approval of Minutes
The minutes of the last regular meeting, November 11, 1974, were approved.
2 . New Business
A,, Membership -- The Secretary announced MCA Board approval of the nomination for GRC membership of J. Wilson Malloy, Vice President Eastman Chemical Products, Inc.

It was noted that two resignations have been received from Carlos W. Luis of 3M Company and L. J. O'Connor of The Standard Oil Company (Ohio). Therefore, there are presently 33 Com mittee members and the allowable membership limit is 35*
The Secretary announced that nominations from the appropriate member company Executive Contacts have been received as follows: Harris C. Miller, Manager-Government Relations, Hooker Chemical Corporation, and Earl P. Bassett, Jr,,, Division Vice President, Federal Government Affairs, 3M Company.
It was the unanimous vote of the Committee that the names of Messrs- Miller and Bassett be forwarded to the MCA Board of Directors, recommending approval of their nominations for mem bership on the MCA Government Relations Committee.
B- GRC Organization -- It was proposed by Chairman Bellows, MCA Staff concurring, that the Committee take the following actions:
1. GRC Strategy Subcommittees, their chairmen, and GRC Liaison Representatives to other MCA committees be re-appointed for an additional term, the duration of the 94th Congress.
2. Re-appointments take effect immediately, subject to any changes in assignment which members wish to request. A poll will be circulated by the MCA staff.
3. Additional requests for membership on subcommittees be accommodated wherever practicable, even if an increase in subcommittee size is required.
The Committee unanimously approved the above recommendations. When assignments are updated and approved by the Committee chairman, a current roster will be circulated to all members..
C. Executive Committee -- The Chairman noted that on November 22, MCA President Driver hosted the Executive Committee of the GRC at a luncheon during which matters of current concern were dis cussed in some detail.
D. MCA and Energy Conservation -- Mr. Stover reported on the ongoing activity within MCA to develop an energy conservation monitoring and reporting system. The system provides for collection of

agreed upon data from 27 MCA member companies currently parti cipating, aggregation of the data by MCA and transmission of the aggregated results to the Federal Energy Administration.
It was pointed out that the Task Force constituted under the Economic Policy Review Committee has been at work on this project* Approval of the program has been received from FEA, from the 27 companies involved, and from the MCA Board. A detailed report on the program will shortly be sent to Executive Contacts of member companies. It is intended that the reporting system be expanded and made available to all MCA member companies at some future time, probably following a trial run due to be completed April 1.
E,, New MCA Employees -- Mr. Stover introduced new members of the MCA staff, Milton Freifeld, Assistant Technical Director, Occu pational Health, and Anne Waggoner, Legislative Editor, Govern ment Relations Department.
F. MCA President's Annual Reception -- Again this year the Presi dent's Annual Reception will be held at The Madison Hotel from 6:00 to 8:00 p.m. on Tuesday, April 8. A letter will be sent to all Washington Representatives of MCA member companies so as to provide ample advance notice.
G * Chemical Forum Schedule -- It was announced that the next Chemical Forum, Tuesday, March 11, 1975, will feature an address by U. S. Senator Lloyd Bentsen (D.-Tex.).
3,, Reports of Strategy Subcommittees
A , Air Quality -- In the absence of Mr. Smith, Mr. Fox reported that the Senate Public Works Committee will probably consider air quality legislation this year following completion of work on solid waste legislation.
B. Energy -- Mr. Thomas called attention to a letter sent to 100 companies by Senator Warren Magnuson, Chairman of the Senate Commerce Committee, in which a response was solicited on energyrelated company matters. It is understood that replies were received from 84 companies.

C. OSHA -- Since the chairmanship is vacant, Mr. Stover reported that considerable activity may be anticipated in this area during the 94th Congress and that the overall approach of legislation is apt to be stringent, Mr. Rush inquired as to the status of the pending implementation of NIOSH standards on vinyl chloride. He was informed that a court order has stayed, temporarily, the one part per million standard.
D. Solid Waste -- Mr. Buehler indicated there is little to report beyond plans for early Senate action in the Public Works Com mittee .
E. Taxation -- Mr. Shafer reported that the Ways and Means Committee will likely begin immediately on aspects of the various economic program proposals. Chairman Ullman has indicated that he ex pects to report a bill from the Ways and Means Committee by March 1 and hopes for a final tax cut law by May 1, The tax reform area will also receive attention and is likely to produce problems for industry since reform will become the means of raising needed revenues. The implications of the Presidential and Democratic proposals relative to taxation were discussed. A question was raised as to whether or not the President's 12% investment tax credit proposal for 1975 contains the undesirable change in depreciation basis. Mr. Shafer pointed out that both DISC and ADR would come under attack during tax reform considera tions. He expressed confidence in the capabilities of the MCA Tax Policy Committee and a desire that his GRC Taxation Subcom mittee work closely with that group.
F. Toxic Substances -- Mr. Pickard reported that there are, as yet, no clear indications of the direction which this legislation will take during the 94th Congress, The Office of Toxic Sub stances is apparently going to be retained in its present status within EPA for the foreseeable future. It was announced that Mr. Len Bickwit has left the staff of the Senate Commerce Com mittee and will join the staff of incoming Senator John Glenn (D . -Ohio) ,,
G. Trade -- Mr. Hayes reported on plans for a January 16 meeting of a task force to discuss the international trade negotiations which will take place now that the Trade Bill has been enacted. The task force is constituted under the Office of the Chemical Industry Trade Advisor (OCITA). Mr, Myron Foveaux of the Monsanto Company is coordinating the meeting.

The thought was expressed that a briefing on the new law and forthcoming negotiations might be useful to GRC members. Ac cordingly, Mr, Pickard and Mr, Stover will explore the possi bility of arranging for Mr. Foveaux to brief interested Com mittee members in Washington, D, C, at some convenient date. When arrangements are finalized a written notice will be cir culated ,

Water Resources -- Mr, Stover reported that the MCA technical
Committee on Water Resources has been extremely active in
working with EPA and related agency groups m developing tech
nical responses in connection with Section 311 of the Water
Quality Act, Inter-industry task forces on Section 311 and
on Section 307 are both in being, each having heavy MCA repre-
sentation.

EPA has informally circulated the draft language for a number of amendments to the Water Quality Act, These are being assessed by the appropriate MCA committees,

5. Legislative and Regulatory Developments
A,, Industrial Reorganization Act -- Mr, Stover reported that the Senate Judiciary Subcommittee on Antitrust and Monopoly has scheduled hearings in late January on the latest version of the Hart bill, and will focus attention initially on the oil industry.
The economic study being performed on this subject for MCA has been concluded and results will shortly be available,
B,, Land Use -- Noting that land use legislation will undoubtedly be pressed in the early days of the 94th Congress, it was re quested that company experts in this field be made known to the MCA Government Relations Department.
Having completed consideration of agenda items, the Committee adjourned at 3:25 p.m.
