Provided CBI warning to facility The following information was obtained verbally from Wally Slowik unless otherwise noted. Process Description: Orion receives customer supplied parts in various sizes from various industries. First, the parts are cleaned, or grit blasted as needed. Then, coatings are sprayed onto the parts in a spray paint booth. Coating application is either done manually or applied automatically, depending on the booth. Particulate matter emissions from coating application are routed through a filter at the back of each spray booth and ducted to exhaust stacks at the roofline. Filters are visually inspected daily and changed out when needed. Filter replacement is logged in a log book. Following coating application, parts are placed in curing ovens. Emissions from the curing ovens exhaust to the roof. Some parts require multiple cures. When there is a shortage of curing ovens, some parts may receive a flash cure prior to being moved to a different curing oven for its final cure. The facility operates approximately 50 spray booths and approximately 50 curing ovens. Orion records the weight of the coatings applied. Staff Interview: Orion owns and operates another facility at 5170 N. Northwest Hwy. Teflon coatings are applied at the 5492 N. Northwest Hwy location. Wally was unsure whether they are used at the 5170 N. Northwester Hwy. location. TOUR INFORMATION EPA Tour of the Facility: Yes Data Collected and Observations: Page 2 of 5 EPA inspectors observed various spray booths and curing ovens throughout the facility and asked to see the spray booth logbooks associated with a few of the spray booths. The logbook associated with Machine 3002 was missing. An indoor fan was operating near the spray booth associated with Machine 503. The logbook associated with Machine 514 showed that the filter(s) were changed frequently in September 2021 (five times), but had only been changed five times between February and August 2021. EPA was unable to cross check the filter change outs with operating hours of the unit. It was also unclear from the logbook whether a notation that Filter Number(s) Changed 12 meant all 12 filters were changed or only Filter Number 12 was changed. EPA observed the grit blasting area. Emissions from each grit blaster are routed to particulate filters. One large grit blaster machine is controlled by a torit with cartridge filters. Finally, EPA toured the second floor of the building which is co-operated by the Surface Solution Group, LLC. The parts coated in this area are for the medical industry. The process is more automated, and the parts are automatically coated and then automatically moved into the curing oven. Photos and/or Videos: were taken during the inspection. RECORDS REVIEW 1. One logbook was missing and another had inconsistent change outs. EPA also noted that the spray booths did not have very significant suction.
