The CEQ proposes to develop a framework for the implementation of One Federal Decision for environmental review and refer state projects that qualify for high-priority designation to the Permitting Council, the Transportation Department, and U.S. Army Corps of Engineers, as appropriate. The CEQ also intends to revise its guidance on categorical exclusions under National Environmental Policy Act, preparation of environmental assessments, environmental rule procedures, and use of mitigation and monitoring.
