Facility Type: Hot mix asphalt production Arrival Time: 7:30AM Departure Time: 10:15 AM Inspection Type: Unannounced Inspection Announced Inspection SUMMARY EPA conducted onsite monitoring of potential VOC emission points during a performance test at the hot mix asphalt plant's baghouse stack. FLIR cameras can detect emissions of organic compounds, some of which may be VOC. Weather conditions during the monitoring consisted of partly cloudy skies, temperatures near 81, 50-60% humidity, and shifting winds at or below 5 mph. EPA first stopped by the control room to check current operating conditions and confirmed that the hot mix asphalt production rate was between 350-360 tons per hour, with drum temperature between 284-304 , and RAP percent between 1.5-1.7%. While the testing commenced, EPA captured FLIR video of the baghouse stack, the tops of the storage silos where finished asphalt was being loaded off a conveyor system, and the truck load out where asphalt was being loaded into trucks driving below the storage silos. The videos appear to show emissions of organic compounds at all three locations. Such emissions are typical of hot mix asphalt plants, and conclusions as to the quantity or speciation of these emissions cannot be derived from these videos.
