Overall Safety Indoctrination at the Monsanto, Texas City Plant is administered in a hit and miss fashion.
There are approximately 85 contractor companies registered at the
West Gate. In addition to these, Opel Construction at Gate 3 and
CED Construction at Gate 4.

All of Opel Maintenance and CED Construction have been indoctrinated with the Capital Projects Safety Film. The same Safety Film has been shown to at least one member of 35 contractors of the 85 contractors that are registered at the West Gate. This film is inadequate for all the contractors that are registered. The film is mainly a construction film and much of the material covered would not be related.
Approximately 786 contractor personnel are registered at West Gate, of these 190 have been documented as seeing Indoctrination Safety. Indoctrination responsibilities belong to the following:

VEHICLE OPERATION RULES
L Plant speed limit is 15 m.p.h. 2. Stop at all times for pedestrians. 3. Observe all traffic control signs. 4 Riding on any exterior part of vehicles, except
truck beds, is prohibited.
VEHICLE PARKING RULES
1. Park in approved areas only. Do not block fire fighting equipment, roadways or emergency vehicles.
2 Do not leave vehicle unattended while loading or unloading. Leave ignition keys in vehicles at all times.
3. Permission must be obtained before leaving transport trucks parked unattended.
4 Leave motor off when vehicle is unattended.
SAFETY RULES
1. No matches, lighters, firearms, or explosives are allowed within the plant
When siren and code horn sounds, pull to side of road and stop motor. Do not proceed
until all clear (15-second blast on whistle)
is sounded.
