We would like to highlight that most of these tools and policies were not directed towards addressing climate change but were focused first and foremost on air quality issues and only happen to include GHG emissions due to the nature of the processes involved in emissions generating activities that we analyze to support NEPA analysis. These policies were all developed to meet business and efficiency needs in processing oil and gas and other emissions generating activities. CO IM 2015-009 - The IM does not mention climate change or GHGs and is soley focused on process for air resources analysis such as gathering data for emissions inventories. This would, however, include CO2, methane and other GHGs in the gathering of data. It focuses on all air pollutants and levels of NEPA analysis to consider. The purpose of this IM was to provide consistency and efficiency in the NEPA process for analyzing air quality so that projects across the state were consistent in the level of analysis provided in air resources. CARMMS Model - The modeling effort completed by Colorado first in 2015 and now CARMMS 2.0 in 2017 projects air quality and related value impacts statewide. BLM Colorado developed these analyses in partnership with state and other federal agencies to support our shared analytical needs.The focus of the modeling is for air quality not climate change. It uses field office RFDs, data from the Inter-mountain West Data Warehouse and the EPA to model emissions scenarios for all air pollutants and air quality related values (i.e. viability). Emissions calculators were developed for CARMMS that also include GHG emissions estimates for the future but do not model impacts. BLM CO uses these emissions estimates in NEPA to show context for BLM emissions but has not used these estimates to identify any form of mitigation for GHG emissions from approved activities. The model provides a consistent cumulative impacts analysis across all actions in the state so that most individual projects or even RMPs are not required to do their own individual modeling effort. This has provided large cost savings across the state in analysis. BLM CO Emissions Inventory Calculator - The emissions calculator developed by Colorado is being expanded at the demand of WO for use across BLM. The intent of the calculator was to provide technical consistency and efficiency in gathering data on emissions generating activities for use in NEPA analysis. The ability of the tool to gather information from external sources to be compiled for analysis has lead to faster processing times for projects requiring air analysis. Also, if your state has developed any tools related to climate change (like emissions calculators), please share those as well.
