The following information was obtained verbally from Express Carriers Corp and Midwest Express unless otherwise noted.
Staff Interview: Express Carriers Corp (Express Carriers) is a leasing company and repair shop of heavy-duty diesel trucks with their branch office in Blue Island, Illinois. Express Carriers only leases their trucks to Midwest Express. Midwest Express is a transport company with a small office in Indiana and trucking terminals in Illinois, North Carolina, and Georgia. Midwest Express rents the space from Express Carriers. Both companies have been at this location since approximately 2011. Express Carriers has approximately 5 employees and 15 contractors. Midwest Express has approximately 30 employees and 70-80 contractors. Midwest Express is owned by Agnes Gintila.
Express Carriers purchases their trucks from insurance auction sites. Most sales are done online. A dealer auction site that Express Carriers uses often is Heavy Salvage. Express Carriers purchases trucks from auctions, rebuilds and repairs them, and sells them when they age. Trucks are often sold on Craigslist. Records are maintained by the company onsite.
The Express Carriers repair shop (located on site) is only used to repair their own trucks. When repairs are outside of Express Carriers' expertise, the trucks are sent to the dealer to be repaired. When trucks need parts, Express Carriers will purchase parts directly from dealers (ex. Truck Country, Trans Chicago, and smaller parts dealers). No CBI claimed for inspection.

Data Collected and Observations: EPA inspectors observed the Express Carriers Corp truck lot. EPA inspectors then connected the OBD scanner and conducted a physical inspection of six semi-trucks in the lot. When EPA inspectors viewed the engine of the 6th truck, it did not have an exhaust gas recirculation (EGR) installed. The OBD scanner displayed the differential pressure at 0.00 psi and the EGR mass flow rate at N/A, shown in photo 97. Photos and/or Videos: were taken during the inspection.
