Colleagues:
Following-up on Thursday morning's conversation about our response to SO 3349, I took a stab at outlining the actions the BLM took to adapt to climate change under the Obama Administration.
This does not include actions we took to encourage renewable energy development on the public lands or to reduce greenhouse gas emissions from fossil fuel development on the public lands, (b) (5)
Not quite clear how we will use this in our response to SO 3349, if at all, but it will probably help to have some thoughts down on paper.

Just some quick feedback on this, based on a meeting we just had with 100, 300, and SOL.
So for the sections that Leah (climate) and Deblyn (mitigation) are preparing for Wednesday, let's focus on: IMs and IBs, Handbooks, Manuals, Secretarial Orders, Secretarial memos, and anything else in that general realm. This leaves us with a smaller list than we initially discussed. Tim Spisak is working on a companion document for other sorts of perceived "burdens."

A Summary of BLM Actions to Adapt to Climate Change under the Obama Administration1
The Obama Administration issued a number of climate change related Executive Orders, a Climate Action Plan and a Priority Agenda for Climate Resilience2. Generally speaking, these documents directed the Federal agencies to assess the impact of climate change on agency mission and operations, integrate climate change considerations into agency plans, and provide data, tools and other assistance to help others adapt to climate change. Under the auspices of the Interagency Climate Change Adaptation Task Force, three national climate change adaptation plans have been developed: one focusing on fresh water, another on oceans, and a third on fish, wildlife, and plants3. The Secretary of the Interior issued a climate change Secretarial Order and a Climate Change Adaptation Plan4. DOI also issued a Climate Change Adaptation Policy (523 DM Part 1) http://elips.doi.gov/elips/DocView.aspx?id=3740&searchid=7a625f4b-5f7f-4c3f9a2a-e3a5669b5ea3&dbid=0 ) and directed the DOI Bureaus to issue implementing guidance, incorporating where appropriate, recommendations from the three national plans.
Bureau of Land Management actions to implement these Orders, Plans and Policies include the following:
Served on USGS's Advisory Committee on Climate Change and Natural Resource Science, the FACA chartered Advisory Committee for the USGS's National Climate Change and Wildlife Center and for the Department's Climate Science Centers. https ://nccwsc .uses, gov/acccnrs
Served on the steering committees of approximately half of the Landscape Conservation Cooperatives (LCCs), provided operational support for the Great Basin LCC, and served on the national LCC Council. https://lccnetwork.org/about/lcc-council
Initiated and co-lead 15 Rapid Ecoregional Assessments. The REAs are peer-reviewed science products that synthesize existing information (including a significant amount of non-BLM data) about resource conditions and trends, including potential risks associated with wildland fire, invasive plants and animals, climate change and development. https://landscape.blm.gov/geoportal/catalog/main/portal.page

Working with Federal and non-Federal partners, supported a project to quantify the magnitude and significance of recent (1980-2014) observed climate trends across the western half of North America and to modeling recent shifts in suitable bio-climate for the 30 most significant vegetation types he BLM manages.
Participated in many localized assessments of the potential risks associated with wildland fire, invasive plants and animals and prolonged drought and worked with local partners to identify potential management actions to address these risks. Issued guidance on Incorporating Landscape Assessments into Land Use Plan and Project Level Decision-making Processes (IM 2014, issued 8/23/2014) and on The Council on Environmental Quality Guidance on Consideration of Greenhouse Gas Emissions and the Effects of Climate Change in National Environmental Policy Act Reviews PIM 2017 003, issued January 12, 2017.)
Began to address climate change in the environmental impact assessments prepared for BLM land use plans and project plans.
