Dear Kathy:
Below are my comments on the Benzene, Vinyl Chloride, and Lead IPCS International Chemical Safety Cards. I'm not sure what detail of review we were to do, but these are my general impressions.
Lead: No comments on this sheet except that as with 0SHA HAZ COM I'd suggest that "blanks" should have a "not applicable" or similar designation to avoid confusion.
Benzene: (The attached cards are highlighted and numbered.) Numbers below correspond to that portion on the card.
1. Dry skin doesn't seem a sufficient warning for skin effects other than absorption.
2. This section should be more specific. I know we've debated this in our workgroups , but some mention of actual suitable materials would seem essential to emergency responses.
3. There should be some hazard information here. The blank implies no hazard and that's not the case.
4. I'm unfamiliar with what these symbols are.
5. Does Belgium have TLV's? I thought that was an ACGIH trademark designation. Also, the last note on skin seems technically bad.
6. The blank implies no environmental toxicity. There is probably data available and it should be included.
Vinyl Chloride:
1. This note implies that VCM only comes in cylinders. This should be a broader statement.
2. Same comment as for benzene.
VVV 000023175
Kathy Rosica Letter Page 2 October 20, 1989
3. This language should be more specific. For example 5 minutes, 15 minutes, whatever doctors recommend.
4. These blanks are misleading. See Lead comments. 5. See comment number 4 in Benzene. 6. See comment number 6 in Benzene. Sincerely,

RE: U.S. v. Conoco
Gentlemen:
Pursuant to the Asset Purchase Agreement dated as of July 20, 1984, among E.I. Du Pont de Nemours and Company, Conoco Inc., and Vista Chemical Company, and the Consent Decree entered in the above action, we hereby provide notice of recently-discovered information which may lead to the filing of an Environmental Claim.
On August 8, 1986, the Vista Aberdeen Plant experienced a superfund release which resulted in VC emissions. A transcript of the call to the NRC is attached. Please contact me if you have any questions regarding this matter.
Sincerely,
Thomas G. Grumbles, C.I.H. Environmental Quality Manager

Avguat 8, 1986 X called the llatiouel Resputi&e

the company, and the location and phone number of the company. He
asked the time and date of the release, I responded it was at

I told him fifty pounds. He asked the cause or the release and I
told him a valve on a polymerization reactor containing vinyl
chloride opened when it chrmid *have and allcwad vinyl chloride
to enter another reactor which was open to the atmosphere. He
asked what was done to stop the release and I told him the valves
on the reactors were closed, I told him the duration of the
release was only four to five seconds. He asked if I had informed
the State and I told him X was going to call them as soon as X
hung up.
At p.n. on August 8, 1936, I called for Jerry Banks of the
Mississippi Bureau of Pollution Control to inform him of the
incident. Mr. Banks was out of the office and Dwight Wylie

My Wylie asked if I normally followed a phone report such as this
