Dr. Petterson described the origin of the "90% figure" and its relationship to safety investigations completed. Dr. Estrin proposed consideration of preparation of two standards, one for aerosol talc, (which would include the 90% figure) and one for cosmetic talc, which would be more . broadly defined. . Mr. Ray Krammes (Whittaker, Clark & Daniels) responded hat if such a stjandard were adopted his company could not supply -the "aferoeol talc." , Amphibole Specification After extensive discussion of advantages and disadvantagesof listing a 0.5% maximum limit as opposed to "nondetected" terminology, the Standards committee voted for the use of the. "nondetected" terminology against a recommendation offered by Johnson & Johnson scientists. Free Crystalline Silica Specification The Standards Committee voted for a free crystalline silica specification, as specified by the buyer, with a methbd to be supplied. .. ... - Identification The Committee voted to include the term "positive close match to CTFA Spectrum - IR with no indication of foreign materials." Definition . . The definition was revised as follows: "Cosmetic talc is a white, essentially odorless, fine .powder, ground from naturally occurring.rock ore, consisting mainly of hydrated magnesium silicate having the ideal formula Mgg (Sig02Q).(OH)^ With Idsser amounts of naturally associated '-. : _ , minerals such as dolomite, magnesite, chloride, calcite and aluminum silicate and containing no. detectable fibrous asbestos minerals." (The preceding definition was changed on August 22 as a result.of a call from Ray Krammes (Whittaker, Clark & Daniels), who. informed me that the term he proposed for inclusion, i.e., alumina was incorrect and'should in fact be aluminum silicate.) . The Standards Committee voted for the above definition despite the recommendation .from Johnson & Johnson scientists that a narrower definition be developed. _ , ' 4 i j i f j . ` f : ; j s i j | f k vc f Goodhue WCD 000143 3 Dr. Roll distributed and discussed methodology he drafted for fibrous amphiboles. He was complimented for his impressive contribution to the Standards Committee. The Committee agreed to'approve the methodology except for small editorial changes to be worked out by Dr> Relie and Mr. Copeland. Members of the Committee were urged to call D r . Rolle with suggestions and comments on the methodology within the week. , Mr. Sandland was complimented on his leadership as chairman ofj the Talc- Subcommittee. 1' 2. Specifications Proposed specifications for morpholine and formaldehyde was distributed and discussed by Mr. Wiph, who asked' Committee members to study the drafts and make recommendations. Specifications on hydrolyzed animal protein and methyl salicylate, forwarded by Mr. 'DiBianca, were distributed to the Committee for discussion. 3. Cosmetic Analysis Study Group Dr. Estrin reported on the renewal of efforts by FDA to republish a revision of Sylvan Newburger1s A Manual of Cosmetic Analysis. (Copies of FDA's letter and minutes will be sent to Committee members. Dr. .Reisberg was asked to give consideration to reactivating a committee. 4. Ingredients Under Study Dr. Reisberg asked Committee members to send him a list of. materials currently being worked on by Standards Committee members. . 5. Cosmetic Ingredient Descriptions. Dr. Lehman described the. activities of his Subcommittee and their plans to utilize FDA's list of ingredients as a source of information on ingredients currently being used by. , the cosmetic industry. 6. REAS Program Dr. Estrin described briefly the expected needs for a chemical, description, subcommittee. Goodhue WCD 000144 7. Reorganization of the Standards Committee Dr. Estrin recommended the Committee give consideration to broadening the representation of suppliers and making.other changes in membership of the Standards Committee. He also recommended that the Committee prepare a document that would formalize the procedures by which standards are adopted. The next meeting of the Standards Committee will be held on September 25, 1975 at the Chemists'.Club. There being no further business, the meeting adjourned.
