While there are challenges associated with widespread use, its potential is drawing heavy interest and investment from both commercial and government leaders around teh world. Primarily known as the technology underlying Bitcoin, the strengths of Block's "distributed ledger" include increased transparency, speed, increased security. Federal agencies are currently funding and building use cases to explore the potential of blockchain technologies. Potential applications continue to expand as government moves toward adoption of the technology to increase efficiencies, trim costs, and increase transparency, and improve security in their operations. Driven by the advantages of Blockchain and efforts for government transparency and the DATA Act, there are numerous Blockchain use cases that agencies are considering that touch many parts and processes of an organization, including: Financial management and services Procurement IT asset and supply chain management Smart contracts Patents, Trademarks Copyrights, Royalties Identity management and government-issued credentials like visas, passports, SSN and birth certificates Federal personnel workforce data Appropriated funds Federal assistance and foreign aid delivery Government & Industry Partners Invited to Register This Workshop is for Government Executives, Managers and Staff and Industry Partners to Understand Blockchain Technology and its use and potential use for Government. 17cv1906 Sierra Club v. EPA - 6/22 Production ED 001523 00004520-00006 To: Jackson, RyanOackson.ryan@epa.gov] From: Jon Seymour Sent: Sat 11/11/2017 2:28:33 AM Subject: Members of the Senate Environment and Public Works Committee Dr. Mike Dourson will serve the citizens of the United States faithfully and responsibly in his role in the EPA. I was on the Board of TERA for several years prior to its merger with the University of Cincinnati. During that time TERA served a wide variety of clients from State governments, to foreign governments as well as the US government. During that time the average amount of income from private corporations probably accounted for less than 30% of the income of the firm. TERA was never flush with cash and operated almost literally as a non-profit organization so to my mind allocations, made by some organizations, that TERA was getting rich from private corporation fees are absurd. While small, the organization enjoyed an excellent reputation in the toxicology community. Its primary business was conducting training sessions in risk analysis for working toxicologists and bringing together expert panels to review published research to make recommendations for exposure levels. Since the organization had no power of its own, the reviews had to be conducted by experts that had earned excellent reputations with the government agencies to which the reviews would be submitted. TERA toxicologist assembled data and organized these review but had almost no impact on the published results of these reviews. Occasionally a TERA scientist would be asked to participate in the review of new data for publication and that data was published in peer reviewed journals. They were also asked to design experiments, the results of which were published in peer reviewed journals. Many of their publications won awards for the excellence of their work. Now, a little bit about me. I am a liberal democrat that is horrified by the fact that we have a completely unqualified person as the elected President of the United States. I have a Ph.D. in biochemistry and a 25 year career as a Toxicologist for a major corporation. For the last 15 years I have been the President of a Land Trust preserving wetlands at the mouth of the Great Miami River near Cincinnati. We work hard to keep pollution out of the wetlands and out of the waters of the United States that feed those wetlands. In doing this volunteer, full time, labor of love we have helped bring back species that have not been seen in the river valley for 100 years, Our lands have amassed a total of 290 species of birds seen in the wetlands, more than many National Wildlife Refuges. The neighboring communities all draw their drinking water from the aquifer under the wetland area. I am fiercely protective of the environment and would NOT recommend anyone that I thought would not do a good job of protecting it. Jon Seymour, Ph.D. 17cv1906 Sierra Club v.
