BRAKE LINING AND AIR POLLUTION
Mr. Bette reported that there has been a great deal of controversy and discussion on the causes of air pollution and that one of the industries blamed has been the asbestos brake lining industry as being the cause of silicosis.
His company, which has been conducting tests along various lines, decided to check the veracity of this accusation and made some very interesting tests on brake linings. The lining was tested on a dynamometer in a box and everthing was measured and analyzed. It was found that brake lining is not a health hazard.
Mr. J. R. Lynch of the U.S. Public Health Service, Department of Health, Ed ucation and Welfare had been interested in the tests being made and visited the laboratory to see the work that had been done. He asked permission to use some of the results and then wrote a paper which will be released to the public in the near future in one of the journals on air pollution control. Of interest to the members is his conclusion:
"Only a very small proportion of the asbestos worn from brake linings is re leased as free fiber; the remainder is converted into some other mineral as a result of the extreme temperatures generated at small spots on the lining surface. Thus - although urban air contains a few free fibers as a result of brake lining wear - they represent a very small proportion of the total asbestos used in the manufacture of brakes. Many sources of respirable fibers not associated with asbestos products have been identified (12) and the free fibers from brake lining wear appear to be ah inconsequential health factor in air pollution".
The members were very much interested in securing copies of the entire article so Mr. Bette advised that he would try to secure a copy for each member.
LOCATION OF NEXT ANNUAL MEETING
The meeting was asked for suggestions as to where the 1969 sessions should be held but, after discussion, it was decided that they again be held at the Doral Country Club. It was felt that proximity to the airport plus the recreational facilities and the excellent food and service were important factors in the selection of a site.
On the question of the members' wives being invited, the meeting was agreed that the meetings continue to be only for the members' representatives. There was no objection to the wives accompanying their husbands but since these were strictly business sessions, that the meetings, reception and dinner be attended only by the representatives.

CONSIDERATION OF FRICTIONAL REQUIREMENTS
With regard to quality specifications, it was announced that new tests were being considered by the Interstate Commerce Commission which were to APLY ON ALL EQUIPMENT AND NOT ONLY ON GOVERNMENT STAFF CARDS AS PREVIOUSLY. Unless a company's frictions were passed upon and the con*>any name published, LINING COULD NOT BE SOLD IN INTERSTATE COMMERCE. It WAS FELT THAT SOME CONCERTED ACTION, BY THE INSTITUTE, SHOULD BE TAKEN,
Counsel advised that this activity is technical and within the scope of the Institute's activities and if this is a common problem, the members SHOULD BE IN A POSITION TO ACT THROUGH THE INSTITUTE BY REPRESENTATtON IN Washington;
After a lengthy discussion, it was decided to await the reporV of the
Brake Committee of the S.A.E., the Chairman of which is Mr. J, V. BasseVt; The
INFORMATION COULO THEN BE DISTRIBUTED TO THE MEMBERSHIP.
MEMBERSHIP - BRITISH BRAKE LINING MFRS. ASSOCIATION
The Secretary read a letter received from the British Association, dated May 21, 1951, advising that the Government Treasury Department permitted them to remit $1,500 as the annual fee for Regional Membership. They were
accordingly making formal application for membership and authority to delegate
THE USE OF THE INSTITUTE'S SYSTEM OF REFERENCE NUMBERS TO THEIR MEMBERS.
The Board InstrJcted the Secretary to advise the British Association THAT THEIR MEMBERSHIP WOULD START IMMEDIATELY BUT THAT THE FEE WOULD BE APPLIED TO THE FISCAL YEAR STARTING JULY I ST AND THAT ALL INFORMATION WHICH THEY WERE IN NEED OF WOULD BE FORWARDED WITHOUT DELAY.
MEMBERSHIP - CANADIAN INSTITUTE
The Secretary read the letter of Mr. Cowell, President of the Canadian Institute* dated May 3rd, which stated that the members had decided to continue their Regional Membership at the annual rate of $1,500 but wished to adopt the Constitution and By-Laws of F.M.S.I. He advised that they would
