The Global Energy Institute (GEI) has always had concerns about regulating greenhouse gases (GHGs) under the Clean Air Act (CAA) because it was not designed to address these emissions. That being said, EPA is to be commended for producing a new proposal that, unlike the CPP, falls clearly within the statutory confines and past precedent of the CAA. Yesterday's announcement is the most detailed blueprint yet for what comes next.
