Final rule of the EPA approves revisions to the Louisiana SIP regarding control of volatile organic compounds and the Stage II vapor recovery program. The revisions exempt from Stage II vapor recovery requirements facilities used exclusively for the initial fueling and/or refueling of vehicles equipped with onboard refueling vapor recovery. The revisions also provide an exemption from the submerged fill pipe provisions for a limited number of tanks at a specific facility. In addition, the revisions address notifications to the Louisiana Department of Environmental Quality and due dates for reporting regarding VOC loading, marine vapor recovery, and specified incinerators. Proposed rule of the EPA would revise the NESHAP for the wool fiberglass manufacturing source category. The rule would readopt existing emission limits for formaldehyde, establish emission limits for methanol, and establish a work practice standard for phenol emissions from bonded rotary spin (RS) lines at wool fiberglass manufacturing facilities. The rule also would require cooling emissions to be included in incinerator operating limits from RS and flame attenuation (FA) lines. In addition, the rule would establish three subcategories of FA lines based on recent information indicating that there are technical or design differences that distinguish sources that utilize FA lines. Proposed rule of the EPA would approve portions of a revision to the New York SIP regarding Cross-State Air Pollution Rule (CSAPR) federal trading programs. The revisions replace default allowance allocations of the federal trading programs for annual nitrogen oxide (NOx) and sulfur dioxide emissions for the state's large electric generating units for the control periods in 2017 and beyond with state-determined allocations. The revisions leave the corresponding CSAPR federal implementation plans and all other provisions of the trading programs in place. Final rule of the EPA redesignates the Knoxville, Tenn., fine particulate matter (PM-2.5) nonattainment area to attainment for the 1997 PM-2.5 NAAQS and determines that the area is attaining the NAAQS based on 2013-2015 monitoring data. The rule also approves and incorporates into the SIP the state's reasonably available control measures determination for the area and source-specific requirements for two sources, Tennessee Valley Authority's Bull Run Fossil Plant and Kingston Fossil Plant. In addition, the rule approves the maintenance plan, including motor vehicle emission budgets for nitrogen oxides and PM-2.5 for 2014 and 2028. The rule is effective Aug. 29, 2017. The project includes a pilot program concerning the near-term rintroduction of federally listed endangered winter-run and potentially spring-run Chinook salmon into historical habitat on the Shasta Lake and the Sacramento and McCloud rivers in Shasta and Siskiyou counties in California. The pilot program will implement the near-term actions identified in the National Marine Fisheries Service's 2009 biological opinion and conference opinion on the long term operation of the Central Valley Project and the State Water Project reasonable and prudent alternative. Notice of the EPA announces the compliance date for Automated Export System (AES) filing for export shipments of hazardous waste and other materials required under a Nov. 28, 2016, final rule (81 FR 85696). The rule delayed the implementation of the electronic reporting and validation requirements using AES to provide a transition period from existing paper processes. Beginning Dec. 31, 2017, all exporters of manifested hazardous waste, universal waste, spent lead-acid batteries for recycling or disposal, and cathode ray tubes for recycling will be required to file EPA information in the AES or AESDirect for each export shipment. Development of Environmentally Friendly Buoy Mooring Systems

Notice announces the intention of the U.S. Coast Guard to enter into a cooperative research and development agreement with American Underwater Contractors Inc. to develop, demonstrate, evaluate, and document the use of environmentally friendly buoy mooring systems. The agreement concerns use of line and anchor systems attached to navigational buoys to determine the feasibility and practicality of using both helix screw anchors and elastic mooring lines in environmentally sensitive areas.
