Re: Proposai for Senior Air Quality Issue - 2020 phaseout of FR-22
Thanks very much, Chief Jordan for taking time to respond to my inquiry. I have reviewed all of the pertinent information on the EPA website, and it is very helpful. Unfortunately I did not see your letter responding to my inquiry regarding available funding to frame a solution strategy for thousands of households owned by seniors in the U S. Any of the options you named is going to involve a cost, and one of the reasons for the feasibility study is to assess implementation options, costs and ways to mitigate the health risks in Dallas and nationally with the R-22 phaseout, if nothing is done until circumstances (economic or environmental) generate unstudied and iladvised solutions, then there is a significant risk of higher costs for either retrofiting or purchasing updated A/C systems to the most vulnerable populations in the U.S.
I know that the EPA from time to time accepts unsolicited proposals for review and funding. Just so I am clear, please reply again to let me know if funding for a pilot project such as this is or is not available from your office. If there another EPA program office that you feel would be helpful to participate in this conversation, please let me know. Again, thanks for taking time to review the proposal.
Best regards,

Thank you for your email to Assistant Administrator Wehrum. He asked that I respond. Please see the attached letter in response. Additionally, there is a useful fact sheet about the phaseout of HCFCs available on our website at

Subject: Proposal for Senior Air Quality Issue - 2020 phaseout of FR-22
Greetings, Mr. Wehrum:
A recent EPA News Release on National Radon Action Month included your comments and cautions regarding Radon Testing. The article was very informative.
There is another consumer crisis awaiting our seniors and citizens in undeserved communities regarding the imminent phase out of FR-22. In the summer of 2020, thousands of households in Dallas County and counties throughout the U.S. will be forced to upgrade or replace older air conditioning units. With declining disposable income, and the inability to modify or upgrade A/C systems, seniors in underserved communities face the prospect of lifethreatening compromised air quality and possibly the acceleration of lifethreatening respiratory challenges.
Rather than wait until a crisis erupts in the summer of 2020 wherein some Dallas citizens may be forced to evacuate their homes with summertime temperatures exceeding 100 degrees, I am seeking funding for a pilot proposal to involve
Sierra Club v. EPA 18cv3472 NDCA
Tier 13
ED 002061 00182636-00002
stakeholders, commercial partners, the City of Dallas and AARP in a strategy and implementation plan to address this issue.
For your information, I shared this proposal with Region 6 Administrators three months ago, but cannot obtain a return phone call or response to a meeting request.
Inasmuch as this is a national issue, I would appreciate your thoughts to obtain EPA funding to assist underserved consumers or sources of state air quality funding that may be available to assist our seniors. Our goal is not to wait until the summer of 2020 when consumers go in crisis mode due to overcharging for limited supplies of FR-22 or unaffordable cool air solutions during the summer.
Please advise if you or another staff member are available to provide input on this public health/ air quality issue.
Kind regards,
