Dave Bend leads Nest's work with energy partners in the Eastern United States, focusing on developing Energy Efficiency, Demand Response and Connected Home offerings. Craig Butler Director, Ohio Environmental Protection Agency On February 21, 2014, Governor Kasich appointed Craig Butler as Director of Ohio Environmental Protection Agency (EPA). Butler had served as Interim Director of the Agency since early January. He previously served as the Assistant Policy Director for Energy, Agriculture, and the Environment in Governor Kasich's administration. A public servant of more than 24 years, he has served as District Chief of both Ohio EPA's Central District Office and its Southeast District Office. He is a past member of the Board of Directors for the Ohio Alliance for the Environment. After receiving a scholarship from Ohio University, he also graduated from Ohio University with a Master's in Environmental Science. He served as the Deputy Director of the agency from November 2011 until his appointment. A registered professional engineer, Cabrera has almost two decades of experience in the environmental field. His background includes: business leadership, regulatory negotiations, contract management, site characterization and remediation, permitting, design, and construction management. Before joining ADEQ, Cabrera was as a senior client leader and engineer for Haley & Aldrich's Industrial Environmental practice in Phoenix. In that role, Cabrera served as a senior remediation engineer on select complex regional projects and coordinated business development efforts for the Phoenix and Tucson offices. Cabrera currently serves as Vice Chair of the Innovation and Productivity Committee. Jonathan Cannon Director of Environmental Law and Land Use Law Program, Blaine T. Phillips Distinguished Professor of Environmental Law, and Hunton 7 Williams Professor of Law, University of Virginia School of Law Jonathan Cannon, director of the University of Virginia Law School's Environmental and Land Use Law Program, joined the Law School faculty in 1998 from the U.S. Environmental Protection Agency, where he served as General Counsel (1995-98) and Assistant Administrator for Administration and Resources Management (1992-95). Prior to his work with the EPA, Cannon was in the private practice of environmental law; served as an adjunct professor at Washington and Lee Law School, where he taught environmental law; and was a lecturer at the Law School. Cannon is the author of the new book, "Environment in the Balance: The Green Movement and the Supreme Court." Wesley Ganter Program Manager, PG Environmental Wesley Ganter has specialized in supporting the application and enforcement of the Clean Water Act and National Pollutant Discharge Elimination System regulations for more than 20 years. At PG Environmental (part of the ERG Group), he serves as program manager for many prime contracts and leads PG Environmental's compliance and enforcement practice. Throughout his career, Ganter has supported federal and state regulatory agencies by conducting routine and event-driven inspections; managing and training inspection teams; and contributing his expertise to enforcement cases concerning wastewater, stormwater, sewer system, and wetland issues. An accomplished public speaker and trainer, Ganter has led countless training activities and presented often at professional conferences. Garvin was confirmed by the Delaware State Senate March 15, 2017 as Secretary of the Department of Natural Resources and Environmental Control, taking office immediately afterward as a member of Governor John Carney's cabinet. Garvin is the 11th secretary since 1970 to lead the state department tasked with protecting and managing the state's natural resources, protecting public health, providing outdoor recreational opportunities and educating Delawareans about the environment. Garvin's career in intergovernmental affairs spans more than 20 years at the federal and local levels. In November 2009, he was appointed by President Barack Obama to serve as Administrator of Region III for the U.S. Environmental Protection Agency, overseeing the agency's work in the Mid-Atlantic, which includes Delaware, Maryland, Pennsylvania, Virginia and West Virginia, as well as the District of Columbia. Garvin is a Delaware native and graduate of the University of Delaware. Paul Gilman Senior Vice President and Chief Sustainability Officer, Covanta Paul Gilman joined Covanta in 2008. He is responsible for implementing Covanta's environmental compliance, safety programs, and sustainability initiatives for further reducing the company's environmental impact while increasing the use of its technologies. Before joining Covanta he was the Director of the Oak Ridge Center for Advanced Studies. He served as the Assistant Administrator for Research and Development and Science Advisor at the U.S. Environmental Protection Agency (EPA) from 2002 until 2004. Prior to EPA, he was Director for Policy Planning at Celera Genomics. Gilman was the Executive Director of the life sciences and agriculture divisions of the National Research Council of the National Academies of Sciences and Engineering from 1993 until 1998. Other government service included the Executive Office of the President as the Associate Director of the Office of Management and Budget (OMB) for Natural Resources, Energy, and Science and also as Executive Assistant to the Secretary of Energy for technical matters. Neal Kemkar Senior Counsel and Director of Environmental Policy, General Electric Neal Kemkar is Senior Counsel & Director of Environmental Policy at the General Electric Company. Prior to joining General Electric, Kemkar held a wide range of government positions, including roles with the White House Council on Environmental Quality, U.S. Secretary of the Interior, and the State of Colorado. Prior to entering public service, Kemkar practiced and taught environmental and natural resources law. He serves on the board of the National Park Trust. She serves on the board of the New York League of Conservation Voters Education Fund, and from 2009 to 2013, she was the Timothy B. Atkeson Clinical Visiting Environmental Lecturer in Law at Yale Law School, where she directed the Yale Environmental Protection Clinic. From 2007 to 2010, she served as Special Deputy Attorney General for Environmental Protection in the Office of the New York State Attorney General, where she directed the Environmental Protection Bureau. Kennedy is a graduate of Harvard Law School and Harvard College. She is based in New York City. Becky Keogh Director, Arkansas Department of Environmental Quality Becky Keogh is the Director of the Arkansas Department of Environmental Quality. Over her career, she has been engaged in a unique range of technical and managerial roles across government, private industry, and environmental consulting. From 2011 until her recent appointment, she was employed by BHP Billiton Inc, an international resources corporation, as a Regulatory and Environment Manager. Keogh previously held senior positions as a Vice President and Senior Consultant for CH2M Hill and served as Deputy Director of the Arkansas Department of Environmental Quality from 1996-2006. She was subsequently appointed to serve on the Arkansas Geological Commission from 2006-2009. As an active member and alumni member of the ECOS organization since 1997, she has participated in multiple ECOS committees and programs and currently serves as the Secretary--Treasurer. Robert Klee Commissioner, Connecticut Department of Energy and Environmental Protection Rob Klee was nominated by Governor Dannel P. Malloy as the Commissioner of Connecticut's Department of Energy and Environmental Protection (DEEP) in January 2014. Klee joined DEEP in April 2011 as Chief of Staff. Prior to joining state service, Klee was an attorney with Wiggin and Dana LLP in New Haven, where he specialized in appellate work and energy and environmental law. From 2004 to 2005 Klee worked as a Law Clerk for the U.S. District Court in Connecticut and from 2005 to 2006 as a Law Clerk for the U.S. Second Circuit Court of Appeals. He served as a Research Affiliate in the Yale School of Forestry and Environmental Studies from 2006 to 2008. Klee holds a Ph.D. from Yale's School of Forestry & Environmental Studies in Industrial Ecology, a law degree from Yale, and an undergraduate degree from Princeton in Geology and Environmental Science. Environmental Protection Agency Troy Lyons joined EPA/OCIR from the Hess Corporation where he was the Manager of Government Affairs, where he was the sole point of contact with the U.S. Congress on behalf of the company's legislative and regulatory priorities. Prior to the Hess Corporation, Lyons worked with BP as their Director of Communications and External Affairs. He also has extensive congressional experience serving as Senator Kay Bailey Hutchison's Legislative Assistant and Senator George Allen's Legislative Correspondent. Between working on the Senators' staffs, Lyons worked at the U. S. Small Business Administration as a policy analyst and congressional liaison where he advised the Administrator on the development of SBA's policies in the areas of energy, internal trade, health care and economic development. Jim Macy Director, Nebraska Department of Environmental Quality Jim Macy was selected by Governor Pete Ricketts as Director of the Nebraska Department of Environmental Quality in 2015. Previously, Macy has served in a variety of capacities throughout the Missouri Department of Natural Resources including roles as the Director of the Financial Assistance Center, Environmental Compliance Section Chief, the Division Director of Field Services, the Regional Director of the Kansas City Regional Office, a Soil and Water District Coordinator, and an Environmental Specialist. Macy holds a Bachelor of Science in Agriculture with an emphasis in Animal Science and a Master's in Education with a focus on Vocational/Technical Education from the University of Missouri-Columbia. Macy currently serves as the chair of the ECOS Compliance Committee and ECOS Region 7 Representative. Robert J. Martineau Commissioner, Tennessee Department of Environment and Conservation Robert "Bob" Martineau was selected seventh Commissioner of the Tennessee Department of Environment and Conservation (TDEC) by Governor Haslam in 2011. He spent seven years in the Office of General Counsel for the U.S. EPA in Washington, D.C. (1988-1994) and 16 years as a partner in private practice at the Waller law firm in Nashville. Martineau earned his law degree at the University of Cincinnati and holds an undergraduate degree from St. John's University (Minnesota). He is also a fellow of the American College of Environmental Lawyers. Martineau currently serves as Chair of the ECOS Infrastructure Workgroup. Sierra Club v. EPA 18cv3472 NDCA Tier 10 ED 002061 00172490-00005 Richard Moore Executive Director, Chair, National Environmental Justice Advisory Council, and Executive Director, Southwest Networkfor Environmental and Economic Justice Richard Moore served as the Executive Director of Southwest Network for Environmental and Economic Justice (Southwest Network), in Albuquerque, New Mexico, from 1993 to 2010. He came to Southwest Network after 12 years with the Southwest Organizing Project (SWOP) where he was the lead organizer and primary trainer of SWOP's organizing model. As a widely respected national leader in area of environmental justice, Moore has served on numerous government and nongovernmental committees and panels, including chair of the National Environmental Justice Advisory Council (NEJAC), and member of the National Council of Churches EcoJustice Task Force and the Congressional Black Caucus National Environmental Policy Commission. In 2010 Moore transitioned from director of SNEEJ to Senior Advisor. He currently is the program director for Los Jardines Institute in Albuquerque New Mexico. Moore is a recipient of the 2005 Ford Foundation Leadership for a Changing World Award. Todd Parfitt Director, Wyoming Department of Environmental Quality and ECOS Vice President Todd Parfitt was appointed Director of the Wyoming Department of Environmental Quality (WYDEQ) by Governor Matt Mead in October 2012. He has 22 years of experience with the department, including seven years in the dual role of Deputy Director and Administrator of the Industrial Siting Division. An Ohio native who went to The Ohio State University, Parfitt started his career doing water quality research on Lake Erie with The Center for Lake Erie Area Research. After earning his Masters degree in Public Administration, Environmental Policy he worked for the Ohio Fire Marshal as an Environmental Supervisor. Parfitt also spent time in the private sector as Director of Operations for the environmental consulting firm BHE Environmental. Parfitt began his career with WYDEQ in Lander in 1992. He moved to Cheyenne in 1996 and has worked in or closely with just about every part of the agency. Parfitt currently serves as ECOS Vice President. Michelle Patron Director of Sustainability Policy, Microsoft Michelle Patron is Director of Sustainability Policy at Microsoft where she leads the company's policy efforts on sustainability and energy issues. She has two decades of unique experience forecasting energy markets for private investors and driving high impact energy, environmental, and foreign policy. Prior to joining Microsoft, Patron served as Special Assistant to the President and Senior Director for Energy and Climate at the National Security Council at the White House from 2013 to 2015. In that role she led efforts to design and execute groundbreaking energy and climate policy, including the historic climate deal with China. Prior to the White House, she was Senior Director at PIRA Energy Group, a private energy research firm in New York City. Earlier in her career, Patron worked at the Department of Energy, Deutsche Bank, the Sierra Club v. Paylor Director, Virginia Department of Environmental Quality and ERIS President David K. Paylor was appointed Director of the Department of Environmental Quality by Governor Terry McAuliffe and previously appointed by Bob McDonnell. He originally was appointed Director by Governor Timothy Kaine in 2006. Paylor's career began in 1973 with the State Water Control Board and continued with DEQ. He began as a Field Biologist and held a variety of positions after that as an Aquatic Ecologist, Water Resources Manager, Director of Petroleum Programs, and Director of Operations. He graduated from Duke University with a Bachelors in Zoology and received his Masters from Oregon State University in Fisheries Science. He and his wife, Lesa, have two children, Kelsey and Grant. His hobbies include camping, canoeing, and woodworking. Paylor currently serves as President of the Environmental Research Institute of the States. Myra Reece Director of Environmental Affairs, South Carolina Department of Health and Environmental Control Myra Reece serves as the Director of Environmental Affairs, overseeing South Carolina Department of Health and Environmental Control's Office of Environmental Quality Control, and Office of Ocean and Coastal Resource Management. A member of the DHEC team for more than 30 years, Reece previously served as chief of the agency's Bureau of Air Quality. Before serving as Air Quality Bureau Chief, Reece served as director of DHEC's Environmental Quality Control District in Aiken. Reece received a Bachelors in Microbiology from Clemson University and a Masters in Public Health with an emphasis on hazardous materials management from the University of South Carolina. She is also a graduate of the Management Academy for Public Health at the University of North Carolina at Chapel Hill, a graduate of the Southern Center of Excellence in Environmental Health at Emory University, and has obtained professional certification as a Certified Hazardous Materials Manager. Reece is also serving on the U.S. Environmental Protection Agency's Clean Air Act Advisory Committee, making her the sole state representative from the southeastern states. Brown Jr. in July 2011. As Secretary, Rodriquez oversees the activities of the six boards, departments, and offices within the agency, including the California Air Resources Board and the State Water Resources Control Board. He formerly served as a Deputy Attorney General with the California Department of Justice, specializing in land use and environmental law. Attorney General Brown in 2009 promoted Rodriquez to the position of Chief Assistant Attorney General for the Public Rights Division, where he supervised the environmental, civil rights, and consumer law sections of the Office. Prior to his selection as Secretary, he served as Acting Chief Deputy Attorney General for Attorney General Kamala D. Harris. He graduated from UC Berkeley with a degree in History, and received his JD from UC Hastings College of the Law. Rodriquez currently serves as the ECOS Region 9 Representative. John Line Stine Commissioner, Minnesota Pollution Control Agency and ECOS President John Line Stine was appointed Commissioner of the Minnesota Pollution Control Agency (MPCA) by Governor Mark Dayton effective May 14, 2012 after joining the Agency in March 2011 as Deputy Commissioner. As Commissioner of the MPCA, Stine promotes regulatory efficiency, emphasizing the mutual benefits of a strong regulatory system for Minnesota's economy and public health. He is committed to effective partnerships to benefit all Minnesotans. Prior to joining the MPCA, he served six years at the Minnesota Department of Health, where he was responsible for public health protection. His duties included assuring safe food and drinking water, prevention and control of infectious diseases, emergency preparedness for public health threats including the 2009 outbreak of H1N1 influenza, and oversight of the MN public health laboratory. Stine currently serves as ECOS President. Kenneth Wagner Senior Advisor to the Administratorfor Regional and State Affairs, U.S. Environmental Protection Agency Kenneth E. Wagner is Senior Advisor to the Administrator for Regional and State Affairs as well as filling the role of Director of the Office of Regional Operations serving in the Environmental Protection Agency's Office of the Administrator. Wagner joins the agency from the private sector where he practiced law and held private business interests for nearly 25 years. He was a founding member and managing partner of a successful mid-sized law firm in Tulsa, Oklahoma where he practiced and managed a diverse practice that included energy and environmental matters. In addition to running a successful law firm, he also was involved in successful business and commercial ventures, including being a minority partner in Oklahoma's Triple "A" baseball team based in Oklahoma City.
