Thanks much, Kim. We understand completely, and are delighted that Acting Undersecretary Winberg will be able to participate in what should still be an excellent event.

This will of course be updated to reflect the participant changes, but please note the entire dialogue is from 2-4, followed by a reception, so if U/S Winberg is able to stay beyond 2:45 and join in the roundtable dialogue following his opening remarks, it would be greatly appreciated.

Secretary Wright and our team appreciate the significant amount of work that has gone into organizing this event. However, for the time he was on the schedule, with Canada pulling out, leaving him as the only G7 M inister. He has chosen to delegate DOE' s participation to Acting Undersecretary Steve Winberg.
Looping in Keving Tatulyan from his staff to coordinate logistics. The event is M onday from 2:00-2:45pm on Monday at the Marriott Marquis.
We look forward to having Secretary Wright participate in a future U.S. Chamber event.

We just learned Minister Wilkinson can no longer attend our Energy Security Forum event on Monday, as he will have to be in Ottawa for Cabinet business. Jeff Labonte, the Associate Deputy Minister at the Ministry of Energy and Natural Resources will now attend on behalf of Canada.
This is still going to be a great event with very high-level industry participation, but we wanted to inform you all of this update and respect Secretary Wright's time as he would be the only G? representative at the minister level. We of course still welcome his participation and keynote remarks (even if he just speaks and leaves shortly after his remarks) but understand if you all need to discuss internally.
Let me know if you would prefer to chat by phone this afternoon.
p.s. the UK also updated us that they wi ll have a ministry representative, Marina Skrinar, Director for International Net Zero - Trade, Energy and Analysis. The final participant list including observers is attached.

Thank you for the quick response with these documents. The background of your event is especially useful. A couple flags for the Chamber's awareness:
1. There very likely will be an energy ministerial, but Canada has not yet confirmed that it
will take place. Due to Canada's current political uncertainties, the Leaders' summit is scheduled for June 15-17 (after a presumed election). The energy ministerial, once confirmed, would take place sometime in the Fall .
2. Tommy Joyce's updated title is Acting Assistant Secretary of International Affairs. His
title is very unlikely to change before your event.

Circling back with some helpful details for the March 10th CERAWeek event. Again, we are delighted Secretary Wright is able to participate. We understand Minister Wilkinson may be adjusting his travel plans to attend this event and are coordinating with the UK, France, and EC to confirm their specific participants as well.
Attached:

1. Confirming 5-7 minutes of keynote remarks for Secretary Wright is perfect. He
will likely speak between 2:15/2:25 based on timing of the speakers before him.
2. Concept Note:
1. This 3rd annual energy security forum is intended to facilitate engagement
between G7 member countries and a select group of senior industry executives
on the unique and vital role of natural gas in meeting energy security, economic,
and environmental objectives. As a private, high-level roundtable dialogue
convened shortly before official G7 gatherings, the Chamber and IGU aim to
encourage governments to adopt pragmatic, reality-based communique
language regarding the global outlook for natural gas.
2. Additional background on the history of these communiques is below, and for
reference, also attached is the Chamber and IGU's "core messages" paper that
was shared with G7 ahead of last year's ministerial meetings in Torino, Italy.

Additional Background and Importance of Forum to U.S. Energy Agenda 1. Prior to 2022, annual G7 Energy and Climate communiques rarely mentioned natural gas let alone acknowledged its foundational role in global energy security and economic progress. For example, the 2021 UK-hosted G7 communique stated "we recognize that

natural gas may still be needed during the clean energy transition on a time-limited basis and we will work to abate related emissions towards overwhelmingly decarbonized power systems in the 2030s."
2. Statements such as these are not just harmless diplomatic posturing. The signal sent from the G7 has real-world impacts that reverberate into the policies and decisionmaking of public and private financial institutions and energy companies, deterring investment that ultimate can undermine the energy security of G7 and allied nations. In 2022, Russia's invasion of Ukraine forced G7 a reconsideration of this dynamic, and while the German-led communique recognized the role of LNG "in response to the current crisis," it still called for ending government support for fossil energy "except in limited circumstances ...shown to be consistent with a 1.5 degree warming limit."
3. In 2023, the first government-industry energy security forum at CERAWeek convened G7 energy ministries alongside the U.S. Chamber of Commerce, International Gas Union, and other global leaders called on host Japan to emphasize the role of natural gas in energy security. Japan worked to do j ust that, incorporating language noting that increased deliveries of LNG "play an important role" in response to Russia's invasion, and that "publicly supported investment in the gas sector can be appropriate as a temporary response'' to energy security challenges. In 2024, Italy maintained this language and further emphasized the importance of diversifying away from reliance on Russian energy sources.
4. With Canada hosting the 2025 G7 summit in June in Kananaskis, Alberta following an energy ministerial this spring , the CERAWeek joint energy security forum will provide an opportunity for the Trump Administration to build on the efforts of Japan and Italy, with stronger, less ambiguous language on the role of natural gas in supporting energy security, economic growth and human progress. This would not only send a clearer signal to financial institutions and other public and private stakeholders considering investment in the natural gas value chain, it will also provide momentum for incorporating key elements of President Trump's energy agenda during the U.S.-hosted G7 Summit in 2026.
5. One aspect of this agenda heretofore left out of the G7 dialogue that could be featured at the forum is the energy access challenge faced by developing and underserved regions of the world, where more than three billion people lack access to modern, reliable energy. This is a centerpiece of the IGU's "Gas is Essential to Human Progress and Global Growth" campaign.
