On June 28, 1977, the U.S. Court of Appeals for the District of olumbia ruled that the asbestos standard requires medical examinations for those in occupations exposed to airborne asbestos "in any measurable oncentration". A letter from Dr. Joyner, along with a legal opinion from MGR CHEM 4 rynn Aurelius, suggest a change in our 1972 advice. 'f%2sk On this basis, we are revising our 1972 guidance to include in the ijiedical surveillance program all employees who are regularly exposed to sbestos fibers greater than 5 microns long in concentrations above G.l f/cc r.or 8 hour TWA. We believe this is a reasonable level for defining "exposure1 " uantitatively at this time. The intent is to include people who work with isbestos-containing products on a regular basis. For example, candidates for xposure monitoring would include the maintenance man who repairs asbestosontaining insulation or the one who cuts it from around valves on a regular jasis. We anticipate that this new protocol will require you to identify r :hose jobs in which people may be "regularly" exposed, conduct appropriate -nonitoring to determine the exposure level and include in the medical oisejTCH monitoring program those exposed above 0.1 f/cc TWA. LNC/CON It has been shown that people who both smoke and work with asbestos are several times more at risk to develop lung cancer than those who work J7ith asbestos, but don't smoke. People who are identified as having asbestos exposure should be fully informed about this synergistic effect.
