So true Rodney and I go way back:_ Ex. 6 Personal Privacygp)_ Ex. 6 Personal Privacy (PP) I am the Executive Director for Mojave Desert Air Quality Management District -- MDAQMD located in California specifically covering portions of San Bernardino County (hence the reference to my Board member and retired congressman Col. Paul Cook) and Riverside County. I also am Vice -- Chair of my State Association -- California Air Pollution Control District Association (made up of all 35 air districts in California) and also local government committee co-chair for the Association of Air Pollution Control Agencies (AAPCA) nationally. I have worked in air quality for 30+ years. My district has been dealing with a serious rule disapproval issue with the prior EPA administration for over 3 years to the point where the previous Administrator on his last day in office on Dec. 30th finalized a Federal Implementation Plan (FIP) that has sanctions associated with it. We have unsuccessfully tried to work with EPA, both Region 9 and headquarters to come to a resolution on the matter, in fact we were able to mediate agreeable language on 5 of 6 rules in question ( which we acted on revising and EPA still has not acted -- so this is a backlog issue) So the issue really boils down to one provision of one rule that we can not agree upon which is the basis of the disapproval even though the exact language EPA objects to now they had previously approved of roughly 30 years ago and has been successfully implemented for the last 30 years, mind you there has been no change in the Clean Air Act or legal rulings that would warrant a deviation from the previously approved language now in question. With the finalization of the FIP, there are two sanction clocks -- the first already hit a the end of February 2025 which institutes a 2 to 1 offset ratio on stationary sources; the second and many feel more problematic will hit at end of July 2025 and that is the withholding of federal highway funds -- what this means to us in July is the potential of $2.3B in awarded funds for transportation projects at risk. I know this is a lot to cram into a brief email and sorry for the length but my request is to have a face to face meeting with the EPA Administrator and his top staff to further brief the Administration of why my scenario is a serious ED_018475D_00002711-00001 overreach by the previous EPA administration. No cooperative federalism here, and our small local agency is being punished by our own oversite agency due to an apparent new interpretation. Again sorry for the lengthy email, and I truly appreciate your time to read and hopefully help set up and connect me with a face to face in DC with EPA leadership to share our situation in more detail. They had the previous admin disapprove their NSR on 12/30/24. This is in contradiction to previous court cases in Appellate Court. Brad would love to be able to explain to Admin Zeldin the overreach and their history in pushing against attempt in previous admin and at state level.
