When we met briefly last Thursday after your presentation at the ACWA conference, I told you about a concept for regulatory reform that had been well received by many of my colleagues in California. As promised, I have attached a paper I wrote on the subject. The concept is to expand current federal policy that allows one federal agency (Army corps of Engineers) to accept funds from non-federal interests (such as local agencies an their private sector partners) through "regulatory funding agreements" for staff and supporting resources to expedite permits. Funding from these agreements has expedited permit processing, encouraged collaboration among agencies and resulted in better use of technology. Permit applicants that are not part of the funding agreements have also benefited from the reduction in permit backlogs and new approaches to meeting regulatory requirements.
A second topic of interest is the public-private structuring meeting you referenced in you talk at ACWA. Can you please send details on the time and date of the conference? We are interested in participating or encouraging participation among those who are likely partners in various large scale water infrastructure projects we have planned in Orange County.
