Supplemental proposed rule of the EPA amends regulations under 40 CFR 52 to approve revisions to the Idaho SIP relating to the Idaho portion of the Logan, Utah-Idaho, 2006 24-hour fine particulate matter (PM-2.5) NAAQS nonattainment area. The rule approves Idaho's attainment demonstration and 2014 motor vehicle emissions budgets (MVEBs) as early progress budgets. The rule also conditionally approves reasonable further progress quantitative milestones and revised MVEBs for the Idaho portion based on the state's commitment to adopt and submit updates to these attainment plan elements within one year of the final rule's effective date. The current action supplements an Oct. 27, 2016, proposed rule (81 FR 74741) to address provisions for which the EPA deferred action on Jan. 4, 2017 (82 FR 729). Comments are due July 3, 2017. Notice of the Gulf Coast Ecosystem Restoration Council announces a proposed subaward from the Texas Commission on Environmental Quality to the Houston Parks Board (HPB), a nonprofit organization, for the purpose of acquiring approximately 80 to 100 acres along the Clear Creek Greenway in Houston as part of the Bayou Greenways Initiative. The notice specifies that HPB intends to transfer title of the acquired lands to the Houston Parks and Recreation Department to be preserved as parkland as part of the broader Bayou Greenways Initiative. Notice of the U.S. Fish and Wildlife Service announces the receipt of an application from Quintillion Subsea Operation LLC requesting authorization to take small numbers of Pacific walruses and polar bears from portions of the Bering, Chukchi and Beaufort seas, Alaska state waters, and specified coastal land in Alaska incidental to fiber optic cable-laying activities. The authorization allows takes in the form of level B harassment of listed species between July 1 and Nov. 15, 2017. Level B harassment is defined as disturbance of a marine mammal by causing disruption in behavioral patterns or temporary loss of hearing sensitivity. The authorization also specifies mitigation, monitoring and reporting requirements. The notice also announces the availability of a draft environmental assessment. Comments are due July 3, 2017. The plan addresses recovery objectives and criteria for the endangered slender rush-pea and South Texas ambrosia, both found in the Texas Coastal Bend in Kleberg and Nueces counties in Texas. The plan identifies various recovery actions, including minimization of further loss or fragmentation of native shortgrass prairie habitat, development of rintroduction sites, preventing depletion of seed banks, determination and implementation of best management practices, and acquisition of long-term conservation easements. Notice of the Food Safety Inspection Service announces the calendar year 2017 dollar limitations on the amount of meat, meat food products, poultry and poultry products that retail stores can sell to hotels and restaurants without disqualifying themselves from exemption from inspection requirements (9 CFR 303 and 381). The notice specifies a reduction in the dollar limitation for meat and meat food products from $79,200 to $75,700. The notice also specifies that meat retail dollar limitations do not apply to Siluriformes fish and fish products sold at retail. In addition, the notice specifies that the dollar limitation for poultry and poultry products has reduced from $58,200 to $56,600. The limitations are effective July 3, 2017. Notice of the Department of State announces the withdrawal of an April 15, 2016, notice of intent (81 FR 22359) to prepare an environmental impact statement in connection with an application from Upland Pipeline LLC for a presidential permit (80 FR 44181; 07/24/2015) to construct and operate a new pipeline to carry crude oil from the Williston Basin Region in North Dakota across the U.S.-Canada border in Burke County, N.D. The proposed permit would cover an approximately 18-mile segment of the pipeline between the northernmost mainline shutoff valve in the U.S. and the U.S.-Canada border. The proposed Upland Project would consist of 124 miles of pipeline in Burke, Mountrail and Williams counties in North Dakota. The applicant requested the department pause its review of the presidential permit application until further notice. The withdrawal is effective June 1, 2017. The agency is reevaluating the immediately dangerous to life or health (IDLH) value of 1.7 milligrams per cubic meter for peracetic acid that was proposed in a May 1,2015, notice (80 FR 24930). The agency requests information on workplace exposure data; possible health effects observed in workers, workplaces and products in which peracetic acid may be found; and work tasks and scenarios with a potential for exposure. The agency also requests information regarding reports and findings from in vitro and in vivo toxicity studies; data applicable to the quantitative risk assessment of acute, subchronic and chronic workplace exposures; sampling and analytical methods; and current control measures, including engineering controls, work practices and personal protective equipment. Notice of the Department of Energy announces a meeting of the Environmental Management Site Specific Advisory Board, Nevada. The board makes recommendations to DOE-EM and site management concerning environmental restoration, waste management and related activities. The tentative agenda includes briefings on groundwater communication and long-term monitoring at closed industrial and soils sites. The meeting is scheduled for June 21, 2017, in Las Vegas. TOXIC SUBSTANCES American Healthy Homes Survey II TOXIC SUBSTANCES
Notice of the Department of Housing and Urban Development announces the submission of a new information collection request to the OMB regarding the American Healthy Homes Survey II. The collection will update information on lead-based paint hazards in homes to identify progress towards the goal of eliminating lead paint hazards in housing where children under the age of six live, as set forth by the President's Task Force on Environmental Health Risks and Safety Risks to Children. The collection also will identify airborne chemicals that affect asthma, including carbon monoxide, airborne particulate matter, formaldehyde and pesticides, and will collect allergy-related samples for pesticide and mold analyses.
