Pursuant to Section 3 of tho Strategic and Critical Materials Stock Piling let u csended by tbo Federal Property and Administrative Services Act of 2SU9 and Reorganization Plan Ho* 3 of 1553* and Title HI of the Defense Production Act as amended, the General Serrices Administration is hereby authorised and directed to purchase far the national Stockpile the kinds and quantities of strategic and critical materials set forth la the attached Table I and t approve canaitoents for barter tosard strategic and critical arterial n stockpile bjactives and for procurement toward a supplemental stockpile as abova. in the attached Table XX* The programs authorised under this directive shall be carried out in
accordance with the following proiisicns and procedures*

The following provisions and procedures shall govern procurement by the General Services Administration of stockpile materials acquired by the Commodity Credit Corporation* the kinds and quantities of the
a1 * authorised exclusively for procurement from the Commodity Credit Corporation toward strategic and critical materials stockpile objectives and for the supplemental stockpile are shown la Tahla IX*
1* 111 materials purchased from the Commodity Credit Corporation meet the stockpile specifications that are la effect at
the time the materials are acquired by the Csaodity Credit Corporation* All materials purchased for the supplemental stockpile shall meet stockpile specifications*
2* Selabursement of the Commodity Credit Corporation for stockpile materials shall occur only after receipt of the materials and shall not exceed the value of the same materials In the open market at the e*TM of purchase by the Commodity Credit Corp ration*
3* Reimbursement of the Commodity Credit Corporation by the General Services Adsinistration for materials acquired under the authorisa tions In Table XX -for the stockpile program shall be made only from funds appropriated for the purpose of such reiafcureoaent*
