Investigate possibility that combined decreased residence time of brine in new tanks at Brine Production and new tanks at Chlorine Plant brine treating might increase possibility of dissolved organics in brine to cells and eventually more chlorinated organics in the taffy pots. THIS PROJECT IS NECESSARY IN ORDER TO COMPLY WITH LOUISIANA STATE-WIDE ORDER 29B WHICH SPECIFIES THAT ALL RHINE PONDS RE LINED OR CLOSED OUT RY JANUARY. 1989. THE TOTAL CAPITAL NECESSARY TO ALLOW COMPLETION OF THE PROJECT IS P5.6MM INCLUDING CAPITALIZED INTEREST. THIS ORDER REQUIRES THAT ALL BRINE PONDS AND PRODUCED WATER PONDS ASSOCIATED WITH BRINE MINING OR HYDROCARBON STORAGE BE LINED OR CLOSED OUT BY JANUARY 20. ISOS. TO ACHIEVE COMPLIANCE. THE EXISTING PONDS AND CLARIFER WILL BE REPLACED WITH ABOVE GROUND TANKS. THE IN GROUND BRINE PONDS CURRENTLY MODERATE THE EFFECTS OF HIGH BRINE HARDNESS EXCURSIONS . BRINE HARDNESS SETTLES IN THE PONDS DUE TO LOW VELOCITY AND LONG RESIDENCE TIME. DUE TO REDUCED SETTLING TIME ASSOCIATED WITH SMALLER CAPACITY ABOVE GROUND TANKS. HIGHER BRINE HARDNESS CAN BE EXPECTED TO OCCUR. THIS WILL BE PREVENTED BY THE INSTALLATION OF A SAND FILTRATION SYSTEM. JUSTIFICATION: THE DESIGN OF THE EXISTING IN GROUND EQUIPMENT (PONDS AND CLARIFIER) NOT MEET THE REQUIREMENTS SPECIFIED IN LOUISIANA ORDER 2C)P. PA II,ORE TO BRING THIS EQUIPMENT INTO COMPLIANCE MAY RELUCT IN DISCONTINUED OPERATION OF THE LOUISIANA DIVISION CHLORINE PLANT. THE NEW EQUIPMENT PROVIDED BY THIS AUTHORIZATION WILL BRING THE r'v IN E HANDLING EQUIPMENT INTO FULL COMPLIANCE. DOES ECONOMIC CONSIDERATIONS: . WHILE THIS CAPITAL PROJECT WAS DEVELOPED TO SATISFY CURRENT ENVIRONMENTAL REGULATIONS. IT'S IMPLEMENTATION WILL RESULT IN SEVERAL ECONOMIC AND OPERATIONAL BENEFITS FOR THE LL2 PLANT. IMPROVED PUMP PIPING DESIGN AND MORE NPSH AVAILABLE WITH TANKAGE SHOULD GREATLY REDUCE CURRENT PUMP MAINTENANCE ASSOCIATED WITH CAVITATION. THESE SAVINGS ARE EXPECTED TO APPROACH *25M PER YEAR. IN ADDITION. REPLACEMENT OF STEAM TURBINE DRIVES ON TWO BRINE PUMPS WITH ELECTRIC MOTORS WILL REDUCE 235* STEAM USAGE BY *45M PER YEAR. REDUCED BRINE SURFACE AREA ASSOCIATED WITH TANKAGE IS EXPECTED TO REDUCE CORROSION IN ADJACENT AREAS. FINALLY, HARDNESS EXCURSIONS, WHICH REDUCE CELL DIAPHRAM LIFE. WILL BE SIGNIFICANTLY REDUCED WITH THE DUAL CLARIFIER INSTALLATION. IT SHOULD ALSO BE NOTED THAT IF SPARE EQUIPMENT PRESENTLY AVAILABLE WITHIN THE COMPANY PROVES SUITABLE. MAJOR EQUIPMENT COSTS ASSOCIATED WITH THIS PROJECT COULD BE S IGNE ICANTLY REDUCED. SINGLE LINER HAVE PROVEN TO BE HIGHLY UNRELIABLEftN CONTINUOUS OPERATION AND CANNOT BE CONSIDERED NON- , PERMEABLE. A DOUBLE LINERLEACHATE SYSTEM IS MURE DESIRABLE THAN A SINGLE LINER SYSTEM. HOWEVER. LEAK POTENTIAL , AS IS CURRENTLY DEMONSTRATED IN EXISTING LINER AND LEACHATE INSTALLATIONS IN DOW. REMAINS IN A C C EFTAB L Y HIGH ABOVE GROUND TANKAGE IS CONSIDERED TO BE THE BEST ALTERNATIVE TO INSURE THAT ANY LONG TERM ENVIRONMENTAL PROBLEMS ARE MINIMIZED OR ALLEVIATED. WHILE THE COST ASSOCIATED WITH ABOVE GROUND TANKAGE IS HIGHER THAN WITH LINER SYSTEMS, THE ENVIRONMENTAL AND OPERATIONAL ADVANTAGES MAKE THIS APPROACH MORE DESIRABLE. THE COST OE A DOUBLE LINER SYSTEM FOR THE CHLORINE PLANT WOULD BE $4.3MM, NUT INCLUDING CAPITALIZED INTEREST. RAW MATERIALS: STEAM USAGE (235*) WILL BE REDUCED BY 105056M LB PER YEAR WITH IMPLEMENTATION OE THIS PROJECT. UTILITY USAGE WILL DECREASE BY 250 HP PER YEAR. WASTE CONTROL: !H r E E WILL BE NO NEW OR ADDITIONAL QUANTITIES OE EXISTING WASTES PI UCED AS A RESULT OE THIS PROJECT.
