CSPAR requires states on the east coast (see map below for who is affected) to limit pollution from power plants that travels across state lines
Do so by either buying credit from others or installing technology to reduce emissions.
Both options are expensive. This rule doesn't affect API much because we don't deal in the EGU (Electricity Generating Units),
which are the main focus of the rule. We generally like emissions trading because it provides a good structure and an open market for
trading amongst and between states.
THIS IS THE LATEST GENERAL UPDATE:
On September 7, 2016, the EPA revised the CSAPR ozone season NOX program by finalizing an update to CSAPR for the 2008 ozone National Ambient Air Quality Standards, known as the CSAPR Update. The CSAPR Update ozone season NOX program will largely replace the original CSAPR ozone season NOX program starting on May 1, 2017. The CSAPR Update will further reduce summertime NOX emissions from power plants in the eastern U.S.
