Final rule of the Mojave Desert Air Quality Management District amends regulations under Rule 102 to relocate common definitions contained in the district rulebook into one rule to ensure consistency. The rule also revises definitions to address amendments to Rules 1158 and 1162 regarding reasonably available control technology state implementation plan updates for electric generating facilities and polyester resin operations. Final rule of the Mojave Desert Air Quality Management District amends regulations under Rule 1158 regarding electric power generating facilities to align emissions requirements with federal reasonably available control technology requirements. The rule reduces allowable nitrogen oxides (NOx) emissions limits, establishes separate limits for low use facilities, and adds an efficiency factor for combined-cycle turbines. The rule also revises exemptions and updates monitoring, recordkeeping, and test methods. In addition, the rule sets forth an aggregated annual NOx emission cap effective after June 26, 2017, The rule will be submitted to the California Air Resources Board and the U.S. EPA as a revision to the state implementation plan. Final rule of the Monterey Bay Air Resources District amends regulations under Rules 300, 301, 306, 308, and 310 and adopts regulations under Rule 110 to increase permit fees by 5 percent. The rule also reduces late penalties and adds various source category specific fees based on the permit type rather than billable emissions. In addition, the rule revises requirements for payment of asbestos national emission standards for hazardous air pollutants fees and adds a new fee category for certain demolition or renovation activities. Finally, the rule establishes a requirement for applicants for a permit to operate to defend and indemnify the district in the event of a legal challenge relating to the issuance of the permit. AIR Marine and Pleasure Craft Coating Operations California Regions AIR
Final rule of the Mojave Desert Air Quality Management District amends regulations under Rule 1106 regarding volatile organic compound (VOC) reasonably available control technology requirements for marine and pleasure craft coating operations subject to U.S. control technique guidelines. The rule updates definitions for specialty coating categories, reflects the application of the requirements to both marine and pleasure craft coatings, and increases requirements for overall control efficiency to 90 percent. The rule also updates work practice standards and reduces maximum permissible VOC content of surface preparation materials to 25 grams per liter unless cleaning operations can be performed within air pollution control equipment with a capture efficiency of at least 90 percent. The rule will be submitted to the U.S. EPA as a revision to the state implementation plan. The rule is effective Oct. 24, 2016. Final rule of the Antelope Valley Air Quality Management District adopts regulations under Rule 1151.1 to establish volatile organic compound emissions limits for motor vehicle assembly coating operations. The rule sets forth limits for coatings applied to new motor vehicles, light duty trucks, and heavier vehicles and other parts that are coated along with these body or body parts during the vehicle assembly process and associated solvent cleaning activities. The rule also sets forth solvent disposal and storage requirements, recordkeeping requirements, and test methods and requires operators to develop work practice plans. The rule will be submitted to the U.S. EPA as a revision to the ozone state implementation plan. The rule is effective June 20, 2017. Final rule of the Mojave Desert Air Quality Management District amends regulations under Rules 1300,1302, and 1320 and adopts regulations under Rule 1600 regarding new source review (NSR) and prevention of significant deterioration. The rule incorporates federal requirements for new and modified major stationary sources, revises notice requirements for minor source permitting activities, and allows the district to request enhanced NSR designation to allow various permitting activities to be performed concurrently. The rule also clarifies provisions, revises citations, and makes technical corrections to conform to federal requirements. In addition, the rule specifies that visibility provisions apply to major modifications to facilities within 63 miles of a Class I federal area, and allows the submission of specified NSR and PSD documents to be combined with documents provided in conjunction with Title V operating permit requirements. Final rule of the Mojave Desert Air Quality Management District amends regulations under Rule 1104 regarding organic solvent degreasing operations. The rule updates reasonably available control technology (RACT) requirements for sources subject to EPA control techniques guidelines to address the 2015 RACT State Implementation Plan (SIP) Analysis commitment for the 2008 ozone national ambient air quality standards. organic compound (VOC)" to reflect the district's tert-butyl acetate policy and clarifies that the rule is not applicable to janitorial supplies used for cleaning offices, bathrooms, or similar areas. The rule also limits VOC content to 25 grams per liter for cleaning or surface preparation, specifies a composite vapor pressure limit in lieu of the VOC content limit, and adds a capture and control efficiency for control equipment of 90 percent. In addition, the rule sets forth cleaning methods, incorporates work practices into the operating requirements, provides exemptions concerning solvent cleaning operations, and updates test methods. Notice of the Mojave Desert Air Quality Management District announces changes to and an additional hearing on a proposed rule to amend regulations under Rule 1162 regarding polyester resin operations. The hearing is intended to address substantive comments from the U.S. EPA. The rule aligns reasonably available control technology (RACT) requirements with federal RACT. The rule adds requirements for volatile organic compounds emissions, control device efficiency, organic solvent cleaning, and work practices. The rule also addresses fiberglass boat manufacturing operations and establishes exemptions for certain solvent cleaning applications. In addition, the rule updates definitions, recordkeeping requirements, test methods, and monomer limits for corrosion resistant resin. If adopted, the rule will be submitted to the California Air Resources Board and the U.S. EPA as a revision to the ozone state implementation plan. Notice of the South Coast Air Quality Management District announces the availability of a draft update to the procedures for preparing risk assessments under Rule 1401 on new source review of toxic air contaminants (TACs), Rule 1401.1 on requirements for new and relocated facilities near schools, and Rule 212 on standards for approving permits and issuing public notice (Version 8.1). The guidance includes revisions to the emission factors and speciation profiles for gasoline dispensing facilities and the addition of screening tables for spray booth sources. The document also includes updated meteorological data from 2010-2016 for all screening tables and an updated list of TACs approved by the Office of Environmental Health Hazard Assessment subject to Rule 1401. In addition, the document includes a revised proposed date of adoption for proposed amendments to Rule 1401 of Sept. 1, 2017, and proposed applicability date for permit applications deemed complete of Oct. 1, 2017.
